    Description of Work:

    Parks Canada Realty Services manage freehold, leasehold, and a land registry information for the Agency. Realty Services is in the process of implementing that National Integrated Realty System (NIRS). Additional support in the form of a Systems Analyst Level 3 is required for the final phase of deployment.

    NIRS is a bilingual Web based system made of 4 components:

    1. Workflow Management System (WorkflowGen)
    2. Document Management System (Laserfiche)
    3. GIS system (ArcGIS)
    4. Database (MS SQL)

    As part of the system 25 Business Process Models (BPMs) and over 100 documents templates were implemented.

    NIRS replaces three other legacy systems: Freehold, Leasehold and a Land Registry Management System (LRMS). These systems are stand alone MS Access stand alone systems. There are 7 different versions of the Leasehold systems deployed regionally into 12 local databases. The data from local Leasehold databases has to be transformed and converted in a format compatible with the NIRS system.

    • The proposed resource MUST have a college certificate, diploma or university degree in Computer Science, Computer Engineering, Computer Programming or equivalent.
    • The proposed resource MUST be fully bilingual in English and French (minimum CBC).
    • The proposed resource MUST have minimum 10 years of demonstrated experience as a System Analyst or Developer.
    • The proposed resource MUST have minimum 5 years of demonstrated experience performing data conversion from one system to another.
    • The bidder must present two (2) projects from the last seven (7) years involving the proposed resource in the role of a System Analyst.
