Purpose of this Advance Procurement Notice
This is not a bid solicitation. This is an advance notice of potential EPC projects with anticipated security requirements to provide interested Firms an opportunity to apply for security clearances. Note that there is no guarantee that these projects will proceed.
Description of the projects
The Department of National Defence (DND) has a mandate to build and manage an affordable and integrated portfolio of DND Real Property assets and promote environmental sustainability. DND is currently working towards a Sustainable Development Strategy to improve the energy efficiency of various Bases and Wings across the country. One of the tools in pursuit of this strategy is to implement savings measures through Energy Performance Contracts (EPC) to reduce overall energy consumption, mitigate Greenhouse Gas (GHG) emissions, and explore alternative energy supply opportunities.
The locations of the potential EPC projects are as follows:
- Alberta: Wainwright/Dundurn
- Nova Scotia: Halifax
- New Brunswick: Gagetown
- Ontario: Borden, Kingston, North Bay, Ottawa, Toronto
- Quebec: Montreal/Farnham
Description of the Services
The EPC projects will consist of, but are not be limited to, the following services:
- Preparation of a feasibility study;
- Financing;
- Performance guarantee;
- Savings guarantee;
- Design;
- Commissioning;
- Training;
- Construction and project management;
- Promotion and energy savings awareness; and
- Monitoring and verification of energy savings measures.
Overall potential projects are anticipated to be between $1,500,000.00 and $13,000,000.00 per location.
Security Requirements
These projects may have industrial security clearance requirements.
- Contractors, Consultants, Sub-contractors and Sub-consultants firms will be required to hold a valid FACILITY SECURITY CLEARANCE (FSC) at the level of SECRET, issued or approved by the Canadian Industrial Security Directorate (CISD), Public Services and Procurement Canada (PSPC).
Process
Contractors, Consultants, Sub-Contractors and Sub-Consultants that do not meet the stipulated security requirements can apply for the security clearance through the Industrial Security Program (ISP). This can be done by following the procedure on DCC’s website at the following link: http://www.dcc-cdc.gc.ca/english/contractors_consultants.html.

- Level of clearance requested to be sponsored for.
