2. ACAN:
An Advance Contract Award Notice (ACAN) allows departments and agencies to post a notice, for no less than fifteen (15) calendar days, indicating to the supplier community that it intends to award a good, service or construction contract to a pre-identified supplier. If no other supplier submits, on or before the closing date, a Statement of Capabilities that meets the requirements set out in the ACAN, the contracting authority may then proceed with the award. However, should a Statement of Capabilities be found to meet the requirements set out in the ACAN then the contracting officer will proceed to a full tendering process.
3. Background:
Public Safety Canada is the lead to keep Canadians safe from a broad range of risks such as natural, man-made threats, accidents, crimes, and national security threats. The Department works with a broad range of federal departments and agencies, all levels of government, first responders, community groups, the private sector, and other countries to achieve its objectives. Of particular interest is the role women play in the Department, which includes delivering policies, programs, and ensuring cohesion and integration on policy and program issues within the Public Safety Portfolio. Today there are roles in every field for women. Therefore it is important to provide women with the support, training, and opportunities to increase their representation at every level from the front line to senior management.
4. Description of the Work:
4.1 Objective
- To deliver a condensed version of the Advancing Women in Leadership Program for leaders within Public Safety Canada for the purposes of empowering and advancing women in leadership roles within the Department.
- To provide insight, knowledge and skills to women to effectively lead. Furthermore, empowering women to develop the awareness and differences in terms of how men and women fulfill leadership roles. Finally, to inspire women to achieve their full potential for advancing within their organizations and discovering their personal power
4.2 Tasks and Deliverables:
The contractor must provide the following tasks and deliverables
- Participate in a meeting (in person or by telephone) to discuss and finalize the timelines and requirements for the administration of the two courses (English and French)
- Deliver two condensed two-day versions of Carleton University’s Centre for Women in Politics and Public Leadership five day course (1 English, 1 French) at Public Safety Canada NHQ or in the NCR at a location of PS choice, which would include the following modules:
- Module 1 – Introduction to a New Kind of Leadership
- Module 2 – Own your Success
- Module 3 – Self-Awareness, Relationships and Communicating as Leadership Skills
- Module 4 – Leadership is Being Confident, Overcoming Fears and Taking Risks
- Module 5 – Leading From Strengths
- Each course must accommodate 25 participants.
- Provide on-sight support to participants requiring additional information and/or guidance based on modules described in point 4.2 (b)
- Provide a brief report identifying the outcomes stemming from each two-day course, which would include participant feedback.
5. Mandatory Requirements:
The following requirements must be met to meet the objectives of this requirement.
- The course content is developed exclusively by women for women to identify common gaps and approaches to addressing challenges faced by women.
- The course content has been developed specifically targeting women that are ready to assume or are currently in a leadership role within their industry or organization.
- The program is established, delivered, and refined through different cohorts to ensure that the information and material is relevant, up-to-date, and applicable to a broad range of women in leadership positions.
- The educators of the program are all women who have either held or are in senior leadership positions in both the public and private sector. Up to and including the DM level.
- The vendor is known for its reputation in both education and research internationally
- The vendor can deliver the course content in both official languages.
- One course must accommodate 25 participants.
6. Period of Contract:
The contract period will run from approximately February 1, 2017 to October 31, 2017
7. Estimated Cost:
The estimated cost of the requirement will range from $60,000.00 to 65,000.00 excluding HST
8. This requirement is not subject to trade agreements.
9. Limited Tendering Reason
The contract is proposed under the Government Contracting Regulations, Section 6 (d) that states “only one person or firm is capable of performing the contract”
The Centre for Research and Education on Women and Work is a one of a kind program in Canada that focuses specifically on women in senior leadership roles. It has been designed by women. Based on feedback from hundreds of women who have completed this course over the past three years, from a scale of one out of seven, participants have rated the course 6.9/7 or above.
The program is revised based on feedback received each time the course is conducted. At the inception of the program there was less of a focus on mentors and sponsors. Moving from this lesson learned, the program advocated for greater advocacy and formal sponsors, which have made a difference in terms of advancing women in their career development.
The Contractor is a dynamic, interdisciplinary research-intensive institution with a creative international approach to research that has led to many significant discoveries and creative works in science and engineering, business, public policy and the arts. In 2016, the institution received approximately $59M in sponsored research funding. Since 2010 the institution created more than 200 companies and was presented with different awards such as the Order of Canada. Specifically related to the Advancing Women in Leadership Program, the facilitators of the Advancing Women in Leadership Program in their individual or collective capacity have been awarded the following: Women Executive Award – Top 100 Women in Canada, from 2008 to 2012; Harvard University award; Fulbright scholarship; Littauer Fellowship; Canada 125 Medal; and Canadian Women in Communications and Technology in 2015. All the facilitators have served as boards of directors for various committees, including the Board Diversity Council and WE Connect Council.

12. How to Respond:
Suppliers who consider themselves fully qualified and available to provide the service described herein, may submit a statement of capabilities in writing to the contracting authority identified in this Notice on or before the closing date of this Notice. The statement of capabilities MUST clearly demonstrate how the supplier meets the advertised requirements.
Statements of capabilities’ must be mailed or emailed on or before the closing date. Statements of capabilities received on or before the closing date will be considered solely for the purpose of deciding whether or not to conduct a competitive procurement. Information provided will be used by the Crown for technical evaluation purposes only and is not be construed as a competitive solicitation.
Suppliers that have submitted a statement of capabilities will be notified in writing of Public Safety Canada’s decision to continue with the non-competitive procurement or to compete the requirement.
Should a supplier have any questions concerning the requirement, contact the contracting officer identified below. The Public Safety Canada file number, the contracting officer’s name and the closing date of the ACAN must appear on the outside of the envelope in block letters or, in the case of a facsimile transmission, on the cover page.
The Crown retains the right to negotiation with suppliers on any procurement
