Notice of Proposed Procurement
Title: Non-Intrusive Signal Analyzer (NISA)
Background:
The Royal Canadian Mounted Police (RCMP) requires a Radio Frequency non-intrusive signal analyzer system to assist with isolating and identifying subscriber radio equipment that may be operating outside specifications. The system itself must be able to monitor conventional and/or trunked P25 (Digital Radio Protocol) radio transmissions and compare signal characteristics to threshold value to determine pass or fail results. These results must be presentable via a report to technical staff for further follow-up and action.
Nature of Requirement:
The requirement is to purchase 1 NISA system (VHF + UHF configuration + P25 conventional). The Requirement also includes an option to purchase up to an additional four (4) systems in any of the mandatory configurations listed in the Statement of Requirement and up to twenty (20) additional software licenses to remotely operate the unit and up to 8 license upgrades that allow for upgrades to capabilities of the hardware/software to support different bands/protocols anytime within forty eight (48) months after contract award.
Delivery:
The 1 NISA system (VHF + UHF configuration + P25 conventional) must be received on or before March 31, 2017.

The requirement is subject to the provisions of the Agreement on Internal Trade (AIT)
Integrity Provisions:
RCMP has adopted the Integrity Regime administered by PSPC. As a result, the integrity provisions are being applied in RCMP contracting activities as outlined in this solicitation.
