    Description
    1. Advance Contract Award Notice (ACAN)
       

     An Advance Contract Award Notice (ACAN) allows departments and agencies to post a notice, for no less than fifteen calendar days, indicating to the supplier community that it intends to award a good, service or construction contract to a pre-identified contractor. If no other supplier submits, on or before the closing date, a statement of capabilities that meets the requirements set out in the ACAN, the competitive requirements of the government’s contracting policy have been met. Following notification to suppliers not successful in demonstrating that their statement of capabilities meets the requirements set out in the ACAN, the contract may then be awarded using the Treasury Board’s electronic bidding authorities.

    If other potential suppliers submit statements of capabilities during the fifteen calendar day posting period, and meet the requirements set out in the ACAN, the department or agency must proceed to a full tendering process on either the government’s electronic tendering service or through traditional means, in order to award the contract.

    1. Definition of the requirement
       

    The National Research Council Canada at 1200 Montreal Rd, Ottawa campus requires the services of an organization specialized in the water treatment process which includes all water boiler systems, all cooling towers, all hot water loops and all chilled water loops. In addition, the water treatment program will include all chemical products, any required equipment, and professional consulting services to:

    1. Improve program safety and reduce program risk/liability
    2. Reduce fuel and electrical consumption through heat transfer efficiency. This is accomplished by minimizing scale, corrosion, fouling, and microbiological growth, which create deposits on heat transfer surfaces.
    3. Minimize repair and maintenance costs associated with replacement and cleaning of equipment due to scale, corrosion, fouling, or microbiological activity.
    4. Provide professional, knowledgeable and involved sales/service personnel to ensure program success.
    5. Accurately monitor program results and communicate appropriate recommendations with quantifiable business oriented justifications.
    6. Thoroughly train maintenance personnel on the implementation and control of the program.
    1. Criteria for assessment of the Statement of Capabilities (Minimum Essential Requirements)
    • The proposed product and service supplier must be located in the Ottawa area which allows for face to face meetings on a monthly basis and for quick response over urgent operational issues.
    • The proposed supplier must regulate the concentration of TRASAR amine in the system by having a continuous monitoring and control system for optimal water and chemical management.
    • The proposed supplier must use for the boiler, an internal sludge conditioner with an all polymer product to reduce the internal boiler corrosion and have an integrated fluorescent dye for the ease of testing (within 5 sec) and control
    • There must be no additional installation cost associated in the implementation of the proposed water conditioning system.
    1. Justification for the Pre-Identified Supplier
    • It is not feasible, nor affordable to compete the requirement as the sole source is predicated on interchangeability of parts, components, methods, protocols, identical Operating Systems platforms and instrument vendor software IP.
    • The Central Heating Plant of the Administrative Services and Property Management (ASPM) at the National Research Council Canada has invested many resources in the newest technology and equipment in boiler feedwater and building closed loop water treatment. This technology and equipment was designed and built by Ondeo Nalco Canada Inc.
    • This technology and equipment has given the National Research Council the opportunity to reduce the human resources allocated in boiler feedwater and building closed loop treatment by 50%. This is a large saving as the National Research Council is a university sized campus with over 100 different building closed loops to be tested weekly.
