Transport Canada intends to grant a service contract for the maintenance and calibration at of the automated weather observation systems 1 (AWOS 1) system at the Chevery Airport, Quebec. The purpose of this Advance Contract Award Notice (ACAN) is to signal the government's intention to award a contract for these services to APPROACH NAVIGATION SYSTEMS INC.
Before awarding a contract, however, the government would like to provide other suppliers with the opportunity to demonstrate that they are capable of satisfying the requirements set out in this Notice, by submitting a statement of capabilities during the 15 calendar day posting period.
If other potential suppliers submit a statement of capabilities during the 15 calendar day posting period that meet the requirements set out in the ACAN, the government will proceed to a full tendering process on either the government's electronic tendering service or through traditional means, in order to award the contract.
If no other supplier submits, on or before the closing date, a statement of capabilities meeting the requirements set out in the ACAN, a contract will be awarded to the pre-selected supplier.
Definition of the requirement
Perform the annual maintenance and calibration of the automated weather observation systems 1 (AWOS 1) Vaisala at the Chevery Airport, Quebec, Canada by a certified technician and in accordance with the directives of the manufacturer VAISALA, at each spring, ideally in April of each year, starting in April 2017 until April 2021 inclusively. The last annual inspection was performed on April 2016.
The period of inspections correspond to the fiscal year period. TC prefers that the inspection be established in the same period being April.

Criteria for assessment of the Statement of Capabilities (Minimum Essential Requirements)
Any interested supplier must demonstrate by way of a statement of capabilities that it meets the following requirements:
- The contractor must have 5 years minimum experience in the maintenance and calibration of automated weather observation systems 1 (AWOS 1); and
- The technician performing the work must be VAISALA certified.

Justification for the Pre-Identified Supplier
Approach Navigation Systems is a company qualified and accredited by Vaisala. It is also the company who sold, installed and maintained the equipment thus far. Furthermore, it is the company that developed the "facility operating manual" for the equipment at the Chevery airport.
Period of Contract
The proposed contract is from April 1, 2017 to December 2021.
Estimated contract value
The estimated value of the contract is $56,194.09 (GST and QST extra). This amount includes a provisional sum for unexpected repairs covering up to $10,000.

Statement of capabilities
Suppliers who consider themselves fully qualified and available to meet the specified requirements may submit a statement of capabilities in writing to the Contracting Authority identified in this Notice on or before the closing date of this Notice. The statement of capabilities must clearly demonstrate how the supplier meets the advertised requirements.

The closing date and time for accepting statements of capabilities is February 10, 2017 2:00 p.m. EST.
