    THIS INVITATION TO TENDER PACKAGE INCLUDES THE FOLLOWING:

    1. Invitation to Tender Notice
    2. SOW (Description of required services)
    3. Drawings/ Plans (2 in total)
    4. Construction Tender Form (Mandatory – Pages 3 & 4 to be completed by Bidder; The Lump Sum Amount)

    Please note: Lump Sum items include all items required to complete the project in accordance with the drawings and specifications (which are not measured for payment), including, but not limited to:

    • Remove and recycle existing steel grate structure; and
    • Installation of new fiberglass reinforced plastic (FRP) grating system.

    The onus is on the bidder to ensure that the bid is delivered on time to the location designated.

    Any tender received after the above noted time will be considered late and will be returned to the sender unopened. Tenders may be revised by email, provided the render and revision(s) are both received prior to Tender Closing Time.

    SCOPE OF WORK / DELIVERABLES:

    Statement of Work

    This project is to replace the existing steel grates with new FRP grates in the left and right wings in the Mactaquac Biodiversity Facility.

    1. The existing steel grates are to be removed without damaging the existing structure
    2. The existing grates are to be disposed properly
    3. The new FRP grates are to be installed at the same locations
    4. Transitional sections are to be used where applicable
    5. Continuous FRP sections are to span the full width of each walkway

    Additional Requirement of the Project

    1. The construction schedule shall not interrupt the Science Program on site.
    2. The contractor will demonstrate to the project engineer during the final inspection that the contract documents are followed.
    3. The contractor is to provide price to supply and install all labour, materials, permits, etc… for this project.
    4. The contractor will include the information about the warranty (period and items to be covered)
    5. The contractor will provide the as-built drawings in one-week following the project substantial completion inspection.

    Work Schedule

    1. Project completion by March 31, 2017.
    2. Notifying the project engineer once the work is completed, the project engineer will co-ordinate final inspection
    3. Provide at least 48 hours advanced notice to the project engineer before coming to the site for the first time to start the work

    • Proof of Liability Insurance
    • Letter of Good Standing with WorkSafe NB or equivalent

    FAMILIARIZATION WITH SITE:

    Site visit is mandatory before tender closing. The site visit will occur twice over a one (1) day period. Contractors wishing to visit the site must contact by email the Senior Contracting Officer listed below.

    Before submitting a bid, bidders need to attend the mandatory site visit at their own expense, to review and verify the form, nature, and extent of the work, materials needed for the completion of the work, the means of access to the site, severity, exposure, and uncertainty of weather, soil conditions, any accommodations they may require, and in general shall obtain all necessary information as to risks, contingencies, and other circumstances which may influence or affect their bid. No allowance shall be made subsequently in this connection on account or error or negligence to properly observe and determine the conditions that will apply.

    EXPECTED START AND COMPLETION DATES:

    Start Date: Upon contract award.

    Completion Date: March 31, 2017

    SECURITY REQUIREMENTS:

    None.

    MANDATORY REQUIREMENTS:

    1. The tenderer must provide tender security, at the tenderer’s own cost, in accordance with the document entitled "Tender Security Requirements" as Bid Security is required for bids over $100,000. Under these circumstances, the Tender and original signed Bid Bond must be delivered to the Closing Location prior to the closing date.

    Note: All tender securities (Bid Bond) will be returned except that of the successful tenderer (Bidder), which will be retained until the successful tenderer (Contractor) has completed the said contract.

    QUESTION AND ANSWER PERIOD:

    Bidders should note that all questions regarding this Invitation To Tender are to be submitted ONLY in writing by email, no later than Tuesday, February 7, 2017, 2:00 PM (EST) to the contract Officer listed below. The department may be unable to respond to questions submitted after that date.

    Fisheries and Oceans Canada will not necessarily accept the lowest or any of the tenders received and reserves the right to reject any and all tenders received which shall be final and at the sole discretion of the Department.
