Description
1. Advance Contract Award Notice (ACAN)
An ACAN is a public notice indicating to the supplier community that a department or agency intends to award a contract for goods, services or construction to a pre-identified supplier, thereby allowing other suppliers to signal their interest in bidding, by submitting a statement of capabilities. If no supplier submits a statement of capabilities that meets the requirements set out in the ACAN, on or before the closing date stated in the ACAN, the contracting officer may then proceed with the award to the pre-identified supplier.
2. Definition of the requirement
The Canadian Forces Health Services Group (CF H Svcs Gp) of the Canadian Armed Forces (CAF) has a requirement for the provision of an accreditation program from an external and independent third party for dental services. In order to ensure the highest quality and standards of dental services provided to the members of the CAF, CF H Svs Gp has a requirement to provide CAF dental organizations with a nationally recognized dental accreditation process that has the clinical specificity around dental services.
The Contractor must carry out an accreditation program with suitable accreditation standards to the CF H Svcs Gp by conducting on-site surveys, and providing support and reports during the accreditation cycle.
The Statement of Work is broken down as follows:
(a) Project Management: The Contractor must provide project management services to manage the project scope, schedule, risks, quality, and to provide data and administer the requirements of the Accreditation Services contract, including processing Task Authorizations and invoices;
(b) Accreditation - Core Work: The Contractor must establish and provide Canadian Dental Standards for accreditation purposes suitable for the types of dental facilities existing within CF H Svcs Gp. The Contractor must support CAF dental organizations throughout the accreditation process including, but not limited to, providing instruction on how to participate in the process; interpretation of standards; technical support as required; and, responses to any questions pertaining to the process;
(c) Accreditation - Survey: The Contractor must conduct accreditation surveys at CAF dental organizations, including up to 26 dental detachments plus their associated satellite clinics across Canada and in Europe, in the official language of the unit; and
(d) Accreditation - Arising Work: The Contractor must conduct any additional work agreed upon by both parties and provide the associated deliverables that are not included in the Project Management, Accreditation - Core Work, and Accreditation – Surveys portions of the Work.
3. Criteria for assessment of the Statement of Capabilities (Minimum Essential Requirements)
Any interested supplier must demonstrate by way of a statement of capabilities that it meets the following requirements:
(a) Demonstrate your organization has a dental accreditation process recognized in all Canadian provinces and territories and include the accreditation standards used;
(b) Demonstrate how many accreditation surveys for dental services have been completed to date by your organization;
(c) Provide the names of organizations for which you have conducted accreditation surveys for dental services; and
(d) Demonstrate how the work will be conducted at various locations across Canada.
4. Applicability of the trade agreement(s) to the procurement
This procurement is subject to the following trade agreement(s):
(a) Agreement on Internal Trade (AIT); and
(b) North American Free Trade Agreement (NAFTA).
5. Justification for the Pre-Identified Supplier
The Commission on Dental Accreditation of Canada (CDAC) is a subdivision of the Canadian Dental Association (CDA). Within the dental industry in Canada, CDAC/CDA is the accrediting body of all dental, dental specialty, dental residency, dental hygiene, and dental assisting education programs as well as dental services within a health care system or facility. The only exception is in Quebec, where dental services accredited by Ordre des Dentists du Québec are recognized by CDAC. CDAC currently has the accreditation requirements to align with the DND structure and to DND policies and processes currently in place on a national basis.
6. Government Contracts Regulations Exception(s)
The following exception to the Government Contracts Regulations is invoked for this procurement under subsection 6 (d): only one person is capable of performing the contract.
7. Exclusions and/or Limited Tendering Reasons
The following exclusion(s) and/or limited tendering reasons are invoked under the:
(a) AIT, Article 506.12 (b): where there is an absence of competition for technical reasons and the goods or services can be supplied only by a particular supplier and no alternative or substitute exists; and
(b) NAFTA, Articles 1016.2 (b): where, for works of art, or for reasons connected with the protection of patents, copyrights or other exclusive rights, or proprietary information or where there is an absence of competition for technical reasons, the goods or services can be supplied only by a particular supplier and no reasonable alternative or substitute exists.
8. Ownership of Intellectual Property
Ownership of any Foreground Intellectual Property arising out of the proposed contract will vest in the Contractor.
9. Security Requirement:
This requirement is subject to a security requirement as the supplier and its employers may be required to access protected and/or classified information or assets.
10. Period of the proposed contract or delivery date
The proposed period of the contract is from date of contract to 31 March 2019.

12. Suppliers' right to submit a statement of capabilities
Suppliers who consider themselves fully qualified and available to provide the services described in the ACAN may submit a statement of capabilities in writing to the contact person identified in this notice on or before the closing date of this notice. The statement of capabilities must clearly demonstrate how the supplier meets the advertised requirements.
The file number, the Contracting Officer's name and the closing date of the ACAN must appear on the outside of the envelope in block letters or, in the case of a facsimile transmission, on the covering page.
Documents may be submitted in either official language of Canada.
13. Closing date for a submission of a statement of capabilities
