    DESCRIPTION OF REQUIREMENT:

    The Correctional Service of Canada seeks to establish a Contract under the Professional Audit Support Services (PASS) Supply Arrangement, under Workstream #3, Information Technology and Systems Audits.

    The objective for CSC is to validate and ensure the efficiency and effectiveness of its system of Internal Controls over Financial Reporting (ICFR). The work, as described herein, is to test:

    •  IT general controls of SDS
    •  IT application controls of SDS
    •  IT application controls of HRMS
    •  On-going monitoring of ITGC’s

    Services must be provided under the Contract on an as-and-when requested basis. A Task Authorization (TA) will be utilized to complete proposed projects and plans related to the work during the life of this contract.

    The Contractor is responsible for all project management functions. The contractor must provide assistance on tasks, such as:

    • Prepare briefings and presentations for internal briefings to CSC's Departmental Audit Committee and senior management;
    • Attend meetings and respond to relevant questions raised by attendees;
    • Lead and/or attend meetings, discussion groups, and interviews with various stakeholders aimed at providing updates, resolving issues, gaining understanding, and obtaining information, etc

    DURATION OF CONTRACT

    The period of the Contract is from date of Contract Award to March 31, 2018 inclusive with option to extend the Contract by up to two (2) additional one (1) year Options.

    EVALUATION PROCESS AND SELECTION METHODOLOGY

    The Bids will be assessed in accordance with the entire requirement of the bid solicitation including the technical and financial evaluation criteria. An evaluation team composed of representatives of Canada will evaluate the bids.

    Basis of Selection - Lowest Evaluated Price

    To be declared responsive a bid must:

    1.  comply with the requirements of the bid solicitation;
    2. meet all mandatory evaluation criteria;

    The responsive bid with the lowest evaluated price will be recommended for award of a Contract.

    SECURITY REQUIREMENTS

    The following security requirement (SRCL and related clauses) applies and form part of the Contract:

    1. The Contractor/Offeror must, at all times during the performance of the Contract/Standing Offer/Supply Arrangement, hold a valid Designated Organization Screening (DOS), issued by the Canadian Industrial Security Directorate (CISD), Public Works and Government Services Canada (PWGSC).
    2. The Contractor/Offeror personnel requiring access to PROTECTED information, assets or sensitive work site(s) must EACH hold a valid RELIABILITY STATUS, granted or approved by CISD/PWGSC.
    3. The Contractor/Offeror MUST NOT remove any PROTECTED information or assets from the identified work site(s), and the Contractor/Offeror must ensure that its personnel are made aware of and comply with this restriction.
    4. Subcontracts which contain security requirements are NOT to be awarded without the prior written permission of CISD/PWGSC.
    5. The Contractor/Offeror must comply with the provisions of the:
      1. Security Requirements Check List and security guide (if applicable), attached at Annex C;
      2. Industrial Security Manual (Latest Edition).
