    Definition of Requirement

    Fisheries and Oceans Canada, Fisheries Protection Program (FPP), Central and Arctic Region is looking for a contractor to carry out two systematic literature reviews that meet the standards established by the Collaboration for Environmental Evidence (CEE) and to provide a training session on the CEE process.  The reviews will collect evidence to answer question(s) scoped out by Fisheries and Oceans Canada (DFO) related to impacts on fish productivity resulting from 1) hydroelectric turbine and spillway induced fish mortality, and, 2) flow regime changes. This assignment will create databases of supporting documents, collection of those documents in separate databases, analysis and evidence synthesis of the collected information as well as narrative literature reviews of the identified material. There will be an option year in 2017/2018 for the second part of these reviews (e.g. meta-analysis, training). The purpose of this Advance Contract Award Notice (ACAN) is to signal the government's intention to award a contract for these services to Dr. Steven Cooke and Dr. Joseph Bennett, Carleton University. Before awarding a contract, however, the government provides other suppliers with the opportunity to demonstrate that they are capable of satisfying the requirements set out in this Notice, by submitting a Statement of Capabilities during the fifteen calendar day posting period.

    Rights of Suppliers

    Suppliers who consider themselves fully qualified and available to meet the specified Minimum Requirements may submit a Statement of Capabilities in writing to the contact person identified in this Notice on or before the closing date of this Notice. The Statement of Capabilities must clearly demonstrate how the supplier meets the advertised Minimum Requirements.
