An advanced contract award notice (ACAN) is a public notice indicating to the supplier community that a department or agency intends to award a contract for goods, services or construction to a pre-identified supplier, thereby allowing other suppliers to signal their interest in bidding, by submitting a statement of capabilities. If no supplier submits a statement of capabilities that meet the requirements set out in the ACAN, on or before the closing date and time stated in the ACAN, the contracting officer may then proceed with the award to the pre-identified Contractor.
1. Definition of requirement:
The Canada Border Service Agency (CBSA) has a requirement to rent a firing range facility for CBSA Border officer’s firearm training.
1.1 Objectives:
The Canada Border Services Agency (CBSA) requires firearms range facility in order to provide armed officers firearm training, as per prescribed standard policies.
1.2 Tasks and Deliverables:
The tasks and deliverables the Contractor must complete include, but are not limited to the following:
- Provision of an outdoor Firearms Range for up to a maximum of 16 days per month from May to November, and provision of an indoor range as and when required, approximately 75 days.
- Provide Safety Procedures;
1.3 Range Requirements:
The following Range criteria are required to be provided by the Contractor:
- Washroom Facilities with potable hot and cold running water;
- Target Stands;
- Fire range for the discharge of lead 9mm (9 x 19) Calibre 147 grain Jacket Hollow Point Ammunition
- Silhouette targets and duty holsters
- Space to install an 8 x 8 storage Shed for miscellaneous items
- Parking for up to 10 CBSA vehicles
- A minimum of 8 lanes capable of shooting the CBSA - 25M course of fire.
- Use of covered canopy at the firing line
- Mandatory 25m range is required.
- Indoor range must have an approved air exchange system with an approved test result for use.
- Provide confirmation of License to operate the range according to the Chief Firearms Office, Royal Canadian Mounted Police Federal Regulations and all applicable Guidelines/Legislation is met to operate a firearms range.

1.4 Constraints:
The Contractor must be available to provide the use of the outdoor range facility 16 days per month from May – November, and provision of an indoor range as and when required.
Weekdays only, between the hours of 9AM – 5PM.
Equivalent of 16 days (half or full) float days as needed. With the option to substitute 1 full day for 2 - ½ days / 2 – ½ days for full day. Floating days and substituting days to be agreed upon by CBSA and the contractor beforehand. Weather permitting.
Firing range location must be within a distances of 45 km of SOR CBSA Headquarters at 4342 Queen St. in Niagara Falls, Ontario.
1.5 Location of work:
The Contractor place of business, within 45 km of SOR CBSA Headquarters at 4342 Queen St. in Niagara Falls, Ontario.
1.6 Security Requirements:
There is no security requirements associated with this requirement.
2. Minimum essential requirements:
Any interested suppliers must demonstrate by way of a statement of capabilities that they meet all of the following requirements:
2.1 The supplier must demonstrate that they have a minimum of two (2) years providing both indoor and outdoor firearms ranges services with the required minimum distances to accommodate the discharge of lead 9mm (9 x 19) Calibre 147 grain Jacket Hollow Point Ammunition.
2.2 The supplier must demonstrate that they have a minimum of two (2) years’ experience providing firearms facility services including; washroom facilities with hot and cold potable running water.
2.3 The supplier must demonstrate that they have a firearms range within 45KM of 4342 Queen St. Niagara Falls Ontario.
2.4 The supplier must demonstrate that they have a License to operate the range according to the Chief Firearms Office, Royal Canadian Mounted Police Federal Regulations and all applicable Guidelines/Legislation is met to operate a firearms range.
2.5 The supplier must demonstrate that they have a firing range facility that meets the range requirements outlined in Section 1.3 above.
3. Applicability of the trade agreement (s) to the procurement
This procurement is subject to the following trade agreement: Agreement on Internal trade (AIT), North American Free Trade Agreement (NAFTA), World Trade Organization on Government Procurement (WTO-AGP).
4. Set-aside under the Procurement Strategy for Aboriginal Business
This procurement is not subject to any set-asides for Aboriginal Suppliers.
5. Comprehensive Land Claims Agreement (s)
This procurement is not subject to a Comprehensive Land Claims Agreement.
6. Justification for the Pre-Identified Supplier
The pre-identified supplier meets all of the minimum essential requirements described in this ACAN
7. Government Contracts Regulations Exception(s)
The following exception to the Government Contracts Regulations is invoked for this procurement under subsection:
(d) only one person is capable of performing the contract.
8. Exclusions and/or Limited Tendering Reasons
No exclusions
9. Ownership of Intellectual Property
Not applicable.
10. The period of the proposed contract or the delivery date(s)
The contract is for a period of one (1) year beginning on the contract award date and ending on April 30, 2018, with the option to extend the contract by four (4) additional one-year option periods.

12. Suppliers' right to submit a statement of capabilities

This statement of capabilities must clearly demonstrate how the supplier meets the advertised requirements.
