Business development support and specialized technical consultations

1. ADVANCE CONTRACT AWARD NOTICE (ACAN):
An Advance Contract Award Notice (ACAN) allows departments and agencies to post a notice, for no less than fifteen calendar days, indicating to the supplier community that it intends to award a good, service or construction contract to a pre-identified contractor. If no other supplier submits, on or before the closing date, a statement of capabilities that meets the requirements set out in the ACAN, the competitive requirements of the government's contracting policy have been met. Following notification to suppliers not successful in demonstrating that their statement of capabilities meets the requirements set out in the ACAN, the contract may then be awarded using the Treasury Board's electronic bidding authorities.
If other potential suppliers submit statements of capabilities during the fifteen calendar day posting period, and meet the requirements set out in the ACAN, the department or agency must proceed to a full tendering process on either the government's electronic tendering service or through traditional means, in order to award the contract.

2. DEFINITION OF NEEDS / SERVICES:
Project: Business development support and specialized technical consultations
The National Research Council of Canada (NRC) wants to identify the current and future needs of major manufacturers, Tier 1, 2 and 3 OEMs, and its aluminium suppliers and processors in the transportation sector involved in manufacturing automobiles, motorcycles, industrial vehicles, recreational vehicles, etc. worldwide. It will do this using a solid network of contacts already built by the selected supplier, which is well established in its field.
NRC also wants to identify potential members for the ALTec consortium and for R&D projects, mainly in the pressure die casting, aluminium forming (superplastic forming, high-speed hot forming), additive manufacturing, extrusion and structure assembly sectors, and to identify new R&D avenues for aluminium with NRC teams and possibly other partners.

3. DELIVERABLES AND REQUIREMENTS:

The proposed supplier must do the following:

3.1. Identify the current and future needs of major manufacturers, Tier 1, 2 and 3 OEMs, and its aluminium suppliers and processors in the transportation sector involved in manufacturing automobiles, motorcycles, industrial vehicles, recreational vehicles, etc. worldwide. It will do this using a solid network of contacts already built by the selected supplier, which is well established in its field.

3.2. Provide, in presentations or emails, regular information on the technological monitoring of current and future R&D needs and technological trends, etc. in the transportation sector (motor, public, rail and road / aluminium (lightweighting)).

3.3. Identify conferences/conventions that could give NRC good visibility and are good places to recruit ALTec members or partners and other strategic partners.

3.4. Attend these conferences alone or with NRC representatives. The data will be provided in emails or short reports, and then there will be a follow-up with the persons met.

3.5. Identify and contact:
3.5.1. those in charge of hulls and structures at different manufacturers (e.g. BMW, Daimler);
3.5.2. Tier 1, 2 and 3 OEMs (e.g. Multimatic); and
3.5.3. aluminium processors (e.g. Aleris, Novelis, Constellium);
to confirm their interest in joining ALTec or in carrying out direct projects with NRC. The data will be provided in emails or short reports.

3.6. Prepare presentations for clients or conferences (possibly in collaboration with partners, in French, English, Spanish and German). The presentations will serve as deliverables.

3.7. Present NRC, handle introductions, and hold personal meetings (or initially virtual meetings through GoToMeeting, etc.) with target clients/members/partners.

3.8. General requirements
3.8.1. The services must be provided both orally and in writing in English, French, German and Spanish by a single person to facilitate business development activities during major trade shows and the different missions in which the consultant may be required to participate.
3.8.2. Have a network of suitable, recent and reliable contacts in the European automotive industry.
3.8.3. Must be readily available for appointments.
3.8.4. Extensive knowledge of the aluminium industry, particularly:
3.8.4.1. moulding,
3.8.4.2. forming,
3.8.4.3. extrusion, and
3.8.4.4. assembly (fusion, adhesive, mechanical) technologies,
is necessary to be able to properly identify client needs and understand industry dynamics.
3.8.5. Extensive knowledge of the wider transportation industry is necessary to be able to properly identify client needs and understand industry dynamics.

3.9. OTHER REQUIREMENTS
Frequent travelling may be necessary and require long hours. Trips may be local, provincial or international and last for several days. It is possible that only a few days' notice of departure will be given.

4. CONSTRAINTS:
The selected professional must demonstrate that he or she has:
4.1. a university degree in engineering (mechanical, industrial),
4.2. more than 16 years' experience in business management,
4.3. more than 22 years' experience in the aluminium and motor transportation industries,
4.4. extensive knowledge of the wider transportation industry,
4.5. recent and significant experience related to the aluminium and motor transportation industries,
4.6. a good command of the four languages mentioned earlier (see 3.8.1), and
4.7. a network of suitable, recent and reliable contacts in the European automotive industry.

5. PROCUREMENT STRATEGY FOR ABORIGINAL BUSINESS AND COMPREHENSIVE LAND CLAIMS AGREEMENTS:
"This requirement is set aside for Aboriginal suppliers in accordance with the Procurement Strategy for Aboriginal Business."

7. JUSTIFICATION FOR THE PRE-IDENTIFIED SUPPLIER:
To our knowledge, no other supplier directly offers a specialized service that would give us full access to its significant network of recent and reliable contacts willing to do business with NRC. This is not about simply contacting suppliers to ask them to do business with us and being able to promote our services. Rather, this is about finding businesses already willing to do business with us to resolve their R&D issues. No other supplier with contacts has the necessary versatility to meet the requirements in terms of availability, the ability to travel abroad, and the ability to communicate orally and in writing in several languages (French, English, German and Spanish). Consequently, there are no other options.

8. NRC uses the services of the proposed supplier (Viami International) on account of GOVERNMENT CONTRACTS REGULATIONS (GCRs) EXCEPTION(S):
The following exception(s) to the Government Contracts Regulations is (are) invoked for this procurement under:
- Subsection 6(d): only one person or firm is capable of performing the contract.

9. EXCLUSIONS AND/OR LIMITED TENDERING REASONS:
The following exclusion(s) and/or limited tendering reasons are invoked under the:

NRC reserves the right to negotiate with the contractor for the purpose of awarding additional contracts to meet the needs identified in this notice for the period of the next 36 months (February 2020).
