NOTICE OF PROPOSED PROCUREMENT
The Department of National Defence has an ongoing requirement for Canines, on an “as and when required” basis.
Note that DND intends to issue a Request for Availability (RFA) for quantity four (4) canines to each of those Offerors who are awarded a Regional Individual Standing Offer (RISO), immediately upon RISO issuance. The trip for evaluation of canines is tentatively planned for 29 May to 9 June 2017; the exact date will be stated on the RFA.
The period of the Standing Offer is from the date of Standing Offer award until 31 May 2019, with three (3) additional, one (1) year option periods to extend the Standing Offer until 31 May 2022.
The requirement is subject to the provisions of the World Trade Organization Agreement on Government Procurement (WTO-AGP), the North American Free Trade Agreement (NAFTA), and the Agreement on Internal Trade (AIT).
The Request for Standing Offers (RFSO) is to establish Regional Individual Standing Offer (s) for the requirement detailed in the RFSO, to the Identified Users across Canada, excluding locations within Yukon, Northwest Territories, Nunavut, Quebec, and Labrador that are subject to Comprehensive Land Claims Agreements (CLCAs). Any requirement for deliveries to locations within CLCAs areas within Yukon, Northwest Territories, Nunavut, Quebec, or Labrador will have to be treated as a separate procurement, outside of the resulting standing offers.
The Crown retains the rights to negotiate with suppliers on any procurement.
