    16-22159 - High Precision Calibration and refurbishing Service

    Advance Contract Award Notice: An ACAN is a public notice indicating to the supplier community that a department or agency intends to award a contract for goods, services or construction to a pre-identified supplier, thereby allowing other suppliers to signal their interest in bidding, by submitting a statement of capabilities. If no supplier submits a statement of capabilities that meets the requirements set out in the ACAN, on or before the closing date stated in the ACAN, the contracting officer may then proceed with the award to the pre-identified supplier.

    Definition of the requirement: The National Research Council Canada has requirement for a consultant that can calibrate and refurbish when required on a plethora (x30 or more variations) of High Precision micro physics airborne probes (e.g., FSSP, CDP, CIP, PIP, Nevzorov), High Precision atmospheric sensors on a small fleet of aircrafts. The probes are used to support multiple projects at NRC and to fulfill contracts with NRC clientele. As an example, the FSSP will be used on NRC’s T33 aircraft for participation in an international collaborative research agreement for studies of contrails, water vapors and small particles (aerosols) that exist in aircraft exhaust. Collaboration agreements vary from partner to partner but involve a number of Federal Government partners (Environment and Climate Change Canada (EC), Transport Canada (TC) and international partners.

    Wasey Consultants Inc. has worked with many of our partners that install their sensors on the NRC aircraft to calibrate their probes to eliminate inconsistencies with readings and to ensure retrospectively interrogate data comparability and repeatability of scientific analysis.

    Sole source Justification: The sole source is based on a highly unique set of skills for calibrating a number of probes including but not limited to “High Precision micro physics airborne probes, High Precision atmospheric sensors and High Precision Forward Scattering Spectrometer probes. Wasey Technical Consultants is the only known vendor that has the know-how to calibrate and support on going requirements for the calibration and measurement capabilities to satisfy on-going requirements for NRC’s fleet of aircrafts.

    The following exception(s) to the Government Contracts Regulations is (are) invoked for this procurement under subsection 6(d)"only one person is capable of performing the work").

    Exclusions and/or Limited Tendering Reasons: where, for works of art, or for reasons connected with the protection of patents, copyrights or other exclusive rights, or proprietary information or where there is an absence of competition for technical reasons, the goods or services can be supplied only by a particular supplier and no reasonable alternative or substitute exists; (CAP Code 71).

    Ownership of Intellectual Property
    No IP is anticipated with this contract however, ownership of any Foreground Intellectual Property arising out of the proposed contract will vest in the Contractor.

     Suppliers' right to submit a statement of capabilities: Suppliers who consider themselves fully qualified and available to provide the goods, services or construction services described in the ACAN may submit a statement of capabilities in writing to the contact person identified in this notice on or before the closing date of this notice. The statement of capabilities must clearly demonstrate how the supplier meets the advertised requirements.
