Grounds Maintenance & Snow Removal Services – High Level RCMP Detachment

Nature of Requirement: The Royal Canadian Mounted Police in High Level, Alberta, has a requirement for the Supply and Delivery of Grounds Maintenance Services and Snow Removal Services at the High Level RCMP Detachment.

Requirements are in accordance with the Mandatory Technical Criteria detailed in the Annex "B" of the Request for Proposal documents.

Security: Public Site Access, Facility Access 1 clearance (FA-1 Public Access Zone, No-Escort Required) for trades work (Exterior work – Snow Clearing and Removal, Landscaping) as required, as verified by the Personal Security Unit (PSU) of the Royal Canadian Mounted Police (RCMP).

Evaluation Procedures: Bids will be assessed in accordance with the entire requirement of the bid solicitation including the technical and financial evaluation criteria. An evaluation team composed of representatives of Canada will evaluate the bids.

Basis of Selection: A bid must comply with all requirements of the bid solicitation and meet all mandatory technical evaluation criteria to be declared responsive. The responsive bid with the lowest evaluated price will be recommended for award of a contract.

Bidders may bid on either grounds maintenance or snow removal services or both, and that each service category will be evaluated separately, and therefore up to 2 contracts may be awarded.

Delivery Date: For two (2) - twelve month periods, covering the actual work to be performed for the two (2) Grounds Maintenance Service seasons (May 1st through to October 31st), and/or for the two (2) Snow Clearing Service seasons (November 1st through to April 30th).

Optional Site Visit: April 5th, 2017, at 1:00 p.m. MST (Mountain Standard Time).

Debriefings: Bidders may request a debriefing on the results of the bid solicitation process. Bidders should make the request to the Contracting Authority within 15 working days from receipt of the results of the bid solicitation process. The debriefing may be in writing, by telephone or in person.
