    Expert Consultation and Oversight of Ice Breaker Advisory Services

    Advance Contract Award Notice - (ACAN) – 17-22003

     An ACAN is a public notice indicating to the supplier community that a department or agency intends to award a contract for goods, services or construction to a pre-identified supplier, thereby allowing other suppliers to signal their interest in bidding, by submitting a statement of capabilities. If no supplier submits a statement of capabilities that meets the requirements set out in the ACAN, on or before the closing date stated in the ACAN, the contracting officer may then proceed with the award to the pre-identified supplier.

    Definition of the requirement

    The National Research Council Canada has a requirement for an Expert Consultant to help aide, oversee, and consult on the following scope of work.

    • Operational oversight and expert consultation, in support of model testing program.
    • Provide comparison and validation of model performance against full scale icebreaking experience, on similar hull forms.
    • Operate and control a free running icebreaker model, under various ice regimes and propulsion configurations.
    • Complete a detailed report, of the ice operational capabilities and/or limitations of each form and propulsion configurations.
    • The contractor will be required to participate in and attend 25 or more ice tests, offer pre-test consultation, and provide detailed reports summarizing success factors.
    1. Criteria for assessment of the Statement of Capabilities
    • Any interested supplier must demonstrate by way of a statement of capabilities that it meets the following requirements:
    • Experience: 30 years of experience in Consulting on Arctic Marine Operations, Ice Management and Icebreaker Design.
    • Academic Qualifications - College of Fisheries, Navigation, Marine Engineering and Electronics - Nautical Science Diploma Program.
    • Experience operating scale models of ice breaking vessels in model ice conditions.

     This procurement is subject to the following trade agreement(s) - North American Free Trade Agreement (NAFTA)

     Justification for the Pre-Identified Supplier: This sole source contract is based on a unique technical offering that can only be satisfied by Captain John Broderick of Polaris Nautical Advisory. John Broderick has over thirty years’ experience in operating ice breakers in polar conditions. Mr. Broderick has developed specialized skills in evaluating model tests to full scale tests in icy covered waters. The data and scientific methodologies established with the model tests will be used during the full scale tests. It is not feasible to compete this requirement for reasons of data comparability and costs associated with reproducing (qualifying) the associated test conditions methods/protocols (recipes) and ensuring the new methods/protocols are reproducible and accurate.

     The following exception(s) to the Government Contracts Regulations is (are) invoked for this procurement under subsection 1016b. Only one person is capable of satisfying the requirement for technical reasons, the services can be supplied only by a particular supplier and where no reasonable alternative or substitute exists.

     Intellectual Property - There’s no IP likely to be generated with these tests and consulting services, any ownership of any foreground Intellectual Property arising out of the proposed contract will be managed through a separate agreement.

     Period of the proposed contract or delivery date (May 2017 to August 31 2017)

    The estimated value of the contract, including option(s), the immediate requirement is estimated between $50K and $60K (Taxes Extra). For future services, the National Research Council Canada reserves the right to request additional services from the contractor up to $100K.

    Suppliers' right to submit a statement of capabilities - Suppliers who consider themselves fully qualified and available to provide the goods, services or construction services described in the ACAN may submit a statement of capabilities in writing to the contact person identified in this notice on or before the closing date of this notice. The statement of capabilities must clearly demonstrate how the supplier meets the advertised requirements.
