    Base program for fiscal year 2017/2018
    CFB Bagotville and related satellite sites
    (with Security Requirements)
    Purpose of this Advance Procurement Notice
    This is not a bid solicitation. This is an advance notice of a program with anticipated security requirements to provide interested consultants/contractors an opportunity to apply for security clearances. Note that there is no guarantee that the program will proceed.
     
    Description of the Program
    The program may include, but is not limited to new construction for DND’s infrastructure, renovations and modernization of Department of National Defence (DND) infrastructure, demolition, maintenance and removal of DND’s infrastructure in support of Canadian Forces Operations.
    Overall program value is estimated at 10,000,000$, with the contract value generally ranging from 25,000$ to 1,000,000$.
     
    Description of the Services
    The program will consist of construction/consultant and services projects that may include, but are not necessarily limited to the following:

    • Work to set various buildings up to standards (electrical, mechanical, architectural and structural);
    • Replacement of electric distribution line, generator and lighting;
    • Rehabilitation of telecoms;
    • Installation and rehabilitation of fire detection system and control system;
    • Repair of roof top, windows and envelop of various buildings;
    • Mechanical retrofitting for thermal power station;
    • Construction, rehabilitation and repair on paving, roads and driving surface and installation of a retaining wall;
    • Demolition and construction for locals and new buildings;
    • Asbestos removal and encapsulating on various buildings;
    • Retrofitting and installation of ventilation system, air conditioning and eyewash station.

    Additional technical services in support of the Base Program can also include, without being limited to:

    • Design studies;
    • Drawings and specifications;
    • Surveying and land surveyors;
    • Qualitative trials (soils and materials, roof, geo environment and surveying);
    • Snow removal (roof and grounds) and grounds maintenance (grass and hay cutting, pruning, cutting);
    • Drilling services and geotechnical studies;
    • Environmental projects;
    • Various housekeeping work;
    • Hazardous material characterization, asbestos removal and demolition;
    • Inspection and maintenance services for oil equipment;It is anticipated that the procurement for these projects will be initiated in the period of April 1st 2017 through March 31st 2018. This is conditional on receiving approval to proceed by DND.
       
      Security Requirements
      For this contract, Consultants/Contractors will be required to hold a valid DESIGNATED ORGANIZATION SCREENING (DOS) at the level of RELIABILITY, issued or approved by the Canadian Industrial Security Directorate (CISD), Public Works and Government Services Canada (PWGSC).
       
      Sub-consultants/sub-contractors will be required to hold a valid DESIGNATED ORGANIZATION SCREENING (DOS) at the level of RELIABILITY issued or approved by the Canadian Industrial Security Directorate (CISD), Public Works and Government Services Canada (PWGSC).
       
      The Consultant’s/Contractor’s personnel requiring access to sensitive work site must each hold a reliability clearance status, issued or approved by the Canadian Industrial Security Directorate (CISD), Public Works and Government Services Canada (PWGSC).

    Process
    Consultants/Contractors that do not meet the stipulated security requirements and that are interested in submitting a bid for procurements that fall under this program can apply for the security clearance through the Industrial Security Program (ISP). This can be done by following the procedure on DCC’s website at the following link: http://www.dcc-cdc.gc.ca/english/contractors_consultants.html. Consultants/Contractors are asked to submit their request prior to March 31st, 2018 quoting the following information:

    • Contract number BAPROG2014; and
    • Level of clearance requested to be sponsored for.
