The Canadian Chronic Disease Surveillance System (CCDSS) is a collaborative network of provincial and territorial surveillance systems created to improve the information available to policy makers, researchers, health practitioners, and the general public related to a range of chronic conditions such as diabetes, asthma, heart disease, osteoporosis, MS and Parkinsonism and is supported by The Public Health Agency of Canada (PHAC).
The PHAC requires a supplier to conduct a study analysing the continued validity of a minimum of 6 identified case definitions for identifying patients with specific chronic conditions covered by the CCDSS. The study will be conducted over a period of four (4) years.
Over the period of the study the supplier will be required to:
1. Access different provincial or territorial CCDSS administrative databases (physician billing and hospital records) and electronic medical record databases in order to conduct an environmental scan of existing validation work for the surveillance of chronic diseases in Canadian jurisdictions using administrate data;
2. Develop a plan to identify priority case definitions for chronic diseases to be validated;
3. For each condition selected for inclusion in the study, use provincial/territorial administrative data sources such as health insurance registry, hospital discharge abstract database, physician billings, prescription drug data to define a case in the reference population based on established criteria/expert panel; validate case definitions provided by PHAC by calculating the sensitivity, specificity, positive predictive value and negative predictive value of each case definition against a reference datasource over-time; determine the best administrative data algorithm to estimate specific chronic condition occurrence measures including prevalence and incidence;
4. Prepare written technical reports summarizing literature, describing methods and interpreting data, and make recommendations for ongoing surveillance.
The majority of the work will be completed at the Supplier’s place of business. Communication with PHAC will be primarily through telephone and e-mail.
The final reports will be submitted in English
