1. TITLE
Canadian Core Capability for Emergency Management Study
2. REQUIREMENT
Public Safety Canada (PS) must engage stakeholders and partners in provinces and territories (PTs) and gather information and data regarding their capability to respond to emergencies in an effort to provide evidence-based recommendations in the potential establishment of a future emergency preparedness program. Currently, a national emergency preparedness program does not exist.
The Contractor shall propose a team of resources to fulfill the requirements of the statement of work. The work shall occur in a Phased Approach. Phase two (2) and Phase three (3) shall be optional phases. Following Phase 1, Phase 2, and subsequently Phase 3 may only occur upon formal exercise of the Optional Services requirement.
Public Safety Canada reserves the right to not proceed with the Optional services of the Contract. Public Safety has a right to review and update the Statement of Work and request a revised financial and technical proposal from the vendor prior to exercising the Option AND, Public Safety Canada has the right to re-solicit for bids for the Optional Services in another RFP process.
3. DELIVERABLES

Project Initiation (Article 4.1.1)
5.1.Updated Work plan:Updated Approach and Methodology - To discuss project roll out, finalize work plan, timelines, risks, measures to counter identified risks as well as approach and methodology (Canada shall provide the Contractor with government supplied materials)

5.2: Two page-outline of Literature Review - Proposed objectives, theories, information sources, considerations and constraints

5.3 Literature Review - National (if possible) and international best-practices and lessons learned regarding emergency management capability-based planning.

Capability Based Study Analysis and Survey Development to Collect Data (Article 4.1.3)
5.4: Gap Analysis Report - Outline where the data is able to provide context for the information requirements in Article 3.1 and where the gaps are and what type of information needs to be collected in order to address the gaps

5.5: Approach and Plan for Survey Drafting - Based on data to be collected, develop an approach and plan for the development of the survey

5.6 Development of the Survey (to reside in NEMS) - To collect information PS is unable to quantify based on existing data and approved approach.

5.7: Presentation - Presentation summarizing survey content and objectives

5.8: Training manual - User-friendly training manual of web-based form fillable survey
Due: End-June 2017
Phase 2 –Survey Administration and Data Collection (4.2) – OPTIONAL SERVICES
5.9 Updated Work plan - Identified schedule for the administration and training to provinces and territories for the completion of the survey
5.10 Webinar Presentation - Up to four (4) webinars to be conducted regarding the instructions for the completion of the survey and consistency in data.
5.11 In Person Survey Administration (or on-site Data Collection) - Travel to sites where webinars are not feasible: Conduct training session, or collect data for survey completion with regional representative)
5.12: Collected Data Summary - Report synthesizing and analyzing all data collected from survey and organized by province and territory
5.13: Presentation - Highlights from report on Data
Phase 3 –Financial Analysis of Data Collected (4.3) – OPTIONAL SERVICES
5.14 - Economic Analysis Report - Provide a report regarding the complete economic analysis of the data collected (including Principle of Incremental cost effectiveness ratio and optimal price point).
This report shall specify the methodology and approach of the study, limitations, findings, recommendations, and conclusions.
5.15 - Develop a presentation for senior officials - Provide a 20 minute presentation for senior officials with 30 minutes of discussion regarding the overall project, conclusions, and recommendations moving forward.
4. PERIOD OF WORK
The Work is to be performed from date of contract award to March 31 2018
5. BASIS OF SELECTION
Highest Combined Rating of Technical Merit 60% and Price 40%
6. ENQUIRIES – SOLICITATION STAGE
All enquiries must be submitted in writing to the Contracting Authority no later than five (5) calendar days before the bid closing date. Enquiries received after that time may not be answered.
Bidders should reference as accurately as possible the numbered item of the bid solicitation to which the enquiry relates. Care should be taken by bidders to explain each question in sufficient detail in order to enable Canada to provide an accurate answer. Technical enquiries that are of a proprietary nature must be clearly marked "proprietary" at each relevant item. Items identified as “proprietary” will be treated as such except where Canada determines that the enquiry is not of a proprietary nature. Canada may edit the question(s) or may request that the Bidder do so, so that the proprietary nature of the question(s) is eliminated and the enquiry can be answered to all bidders. Enquiries not submitted in a form that can be distributed to all bidders may not be answered by Canada.
