    ADVANCE CONTRACT AWARD NOTICE (ACAN)

    An Advance Contract Award Notice (ACAN) allows departments and agencies to post a notice, for no less than fifteen calendar days, indicating to the supplier community that it intends to award a good, service or construction contract to a pre-identified contractor. If no other supplier submits, during the fifteen calendar day posting period, a statement of capabilities that meet the requirements set out in the ACAN, the competitive requirements of the government's contracting policy have been met. Following notification to suppliers not successful in demonstrating that their statement of capabilities meets the requirements set out in the ACAN, the contract may then be awarded using the Treasury Board's electronic bidding authorities.

    If other potential suppliers submit statements of capabilities during the fifteen calendar day posting period, and meet the requirements set out in the ACAN, the department or agency must proceed to a full tendering process on either the government's electronic tendering service or through traditional means, in order to award the contract.

    Canadian Business Lending Index

    BACKGROUND

    In summary, the Small Business Lending Index measure changes in the value of new loans made to small businesses indexed to a given point in time. The index provides an indication of the overall loosening and tightening of credit conditions throughout the Canadian economy.

    REQUIREMENTS/RESULTS

    To provide Innovation, Science and Economic Development Canada (ISED) with quarterly data for the period 2017 Q1 to 2019 Q4 of the:

    Small Business Loan default Data

    Small Business 90-day delinquency Data

    SCOPE OF WORK/TASKS

    The contractor will provide Innovation, Science and Economic Development Canada with twelve data sets for the period from 1/1/2017 through 12/31/2019 calendar quarter consisting of:

    • Canadian Business Lending Index
      • National; by sector (retail, wholesale, agriculture, manufacturing, construction, transportation, professional services. Accommodation and food, other): and by business size (small, medium).
    • Canadian 90-day Loan Delinquencies
      • National; by sector (retail, wholesale, agriculture, manufacturing, construction, transportation, professional services. Accommodation and food, other): and by business size (small, medium).
    • Canadian Default Rates
    • National; by sector (retail, wholesale, agriculture, manufacturing, construction, transportation, professional services. Accommodation and food, other): and by business size (small, medium).

    DELIVERABLES

    Twelve quarterly data sets as identified above. Data is to be delivered within 2 months of each quarter-end.
