    WORKSTREAM: Stream 1 Application Services – A.1 Application/Software Architect, A.2 ERP Functional Analyst, A.11 Tester; Stream 3 IM/IT Services – I.10 Technical Architect; Stream 4 Business Services – B.1 Business Analyst.

    Background

    The Chief Electoral Officer of Canada (“CEOC”), an agent of Parliament, exercises general direction and supervision over the conduct of elections and referendums at the federal level. The CEOC heads the Office of the Chief Electoral Officer, commonly known as Elections Canada.

    Election Canada (EC) requires the provision of Informatics Professional Services for a technical team consisting of six resources to assist the Identity and Access Management (IAM) Project Team in the establishment and deployment of two initiatives: the Identity and Access Management and the Portal Infrastructure Service Project.

    Requirement

    The Identity and Access Management initiative is the consolidation of the identities and credentials and the standardisation of the management of these identities, credentials and accesses. The initiative will deploy a management tool to facilitate the provisioning, role assignation and de-provisioning of accounts across multiple applications. It will also simplify the accounts management by offering self-services for password resets and delegation of role assignations.

    The Portal Infrastructure Service Project is the establishment of a common and reusable portal platform as well as common services for web applications. The project will deploy a portal platform for customer relationship management. The project will help the business in the establishment of new portal solutions for online services, automate business processes and collect data from user communities. In addition, the project will identify and implement common enterprise services to help the business consistently deliver programs to internal and external clients.

    Period of the Contract

    The Contract period will be from the Effective Date of the Contract until March 31, 2018 (the “Initial Term”). The Contractor will grant to Elections Canada irrevocable options to extend the period of the Contract by one additional period of one year under the same terms and conditions.

    This procurement process is subject to the: World Trade Organization Agreement on Government Procurement (WTO-AGP), the North American Free Trade Agreement (NAFTA), the Canada-Chile Free Trade Agreement, the Canada-Colombia Free Trade Agreement, the Canada-Panama Free Trade Agreement, the Canada-Peru Free Trade Agreement, and the Agreement on Internal Trade (AIT).

    It is requested that bids be addressed to the attention of the Contracting Authority and delivered to the Proposal Receiving Unit. Bids must be delivered to the following address, sealed, on or before May 30, 2017 at 2:00 p.m. (Gatineau, Quebec time).

All requests for information must be directed to this contact. Bidders who contact anyone other than the Contracting Authority may be disqualified. All enquiries must be submitted in writing to Proposition-Proposal@elections.ca no later than the deadline indicated in the RFP. Enquiries received after that time may not be answered.

    Debriefings

    Once the successful bidder has been announced, bidders may request a debriefing on the results of the RFP process. Bidders should make the request to the Contracting Authority as per the terms of the RFP. The debriefing may be in writing, by telephone or in person.
