    Description

    ADVANCE CONTRACT AWARD NOTICE (ACAN)

    1. Title

    Installing and servicing two (2) telephone lines at the Inuvik Satellite Station Facility, NT.

    2. Definition

    An Advance Contract Award Notice (ACAN) allows departments and agencies to post a notice, for no less than fifteen (15) calendar days, indicating to the supplier community that it intends to award a good, service or construction contract to a pre-identified contractor. If no other supplier submits, on or before the closing date, a Statement of Capabilities that meets the requirements set out in the ACAN, the competitive requirements of the government's contracting policy have been met. Following notification to suppliers not successful in demonstrating that their Statement of Capabilities meets the requirements set out in the ACAN, the contract may then be awarded using the Treasury Board's electronic bidding authorities.

    If other potential suppliers submit Statement of Capabilities during the fifteen calendar day posting period, and meet the requirements set out in the ACAN, the department or agency must proceed to a full tendering process on either the government's electronic tendering service or through traditional means, in order to award the contract.

    3. Background

    Natural Resources Canada (NRCan) established the Inuvik Satellite Station Facility (ISSF) in 2010. It was built north of the Arctic Circle to take advantage of the strategic geographic location. Situated above the Arctic Circle, the Inuvik satellite station is uniquely positioned to track and receive data in real-time from polar-orbiting satellites for scientific, mapping, weather, surveillance and other purposes. Currently, the facility does not have telephone access and any visiting staff must rely on the phone services offered at a nearby Environment Canada building.

    4. Objectives

    The installation of two telephone landlines at the ISSF (latitude/longitude: 68.319117,-133.550393). The installation will minimize the environmental impact by preferably taking advantage of as much of the existing infrastructure that is currently installed. Once installed, the telephone lines will be provided with dial tone service.

    5. Project Requirements

    1. Install an extension at the telecommunication distribution plant in Inuvik, NT;
    2. Expand the wire count coming from the highway; and
    3. Route new copper wires to the ISSF for use with the telephone system.

    5.2 Method and Source of Acceptance

    All deliverables and services rendered under any contract are subject to inspection by the Project Authority. The Project Authority shall have the right to reject any deliverables that are not considered satisfactory, or require their correction before payment will be authorized. 

    6. Trade Agreements

    Not applicable.

    7. Comprehensive Land Claims Agreements (CLCAs)

    The Contract will be subjected to the following Comprehensive Land Claims Agreement(s):

    • Gwich'in Comprehensive Land Claim Agreement; and
    • Inuvialuit Final Agreement

    8. Contract Period

    The contract period shall be from June 12, 2017 to March 31, 2018 inclusive.

    9. Estimated Cost

    The estimated maximum value of the contract is between $25,000.00 and $30,000.00 CAD.

    10. Exception to the Government Contracts Regulations and applicable trade agreements

    Sole Source Justification ‑ Exception of the Government Contract Regulations (GCR):

    (d) Only one person or firm is capable of performing the contract

    The contractor must:

    1. Have access to existing landline telephone infrastructure in the surrounding area (this area is defined as including the ISSF, Inuvik, NT, and all points in between); and
    2. Have significant* and recent** experience with providing landline telephone services in the areas subjected to the Gwich'in Comprehensive Land Claim Agreement and the Inuvialuit Final Agreement.

    * Significant is defined as administering at least one-hundred (100) landlines

    ** Recent is defined as within the last five (5) years

    NorthwesTel Inc. has been identified as the only supplier who can provide landline telephone services to ISSF.

The Statement of Capabilities must clearly demonstrate how the supplier meets the advertised requirements.
