    Description

    The Office of the Superintendent of Financial Institutions (OSFI) has a requirement for the provision of professional services to support the evolution and maintenance of OSFI’s HEAT implementation. The purpose of this Advance Contract Award Notice (ACAN) is to signal the government's intention to award a contract for these services to Kifinti Solutions, Inc. Before awarding a contract, however, the government would like to provide other suppliers with the opportunity to demonstrate that they are capable of satisfying the requirements set out in this Notice, by submitting a statement of capabilities during the 15 calendar day posting period.

    If other potential suppliers submit a statement of capabilities during the 15 calendar day posting period that meet the requirements set out in the ACAN, the government will proceed to a full tendering process on either the government's electronic tendering service or through traditional means, in order to award the contract.

    If no other supplier submits, on or before the closing date, a statement of capabilities meeting the requirements set out in the ACAN, a contract will be awarded to the pre-selected supplier.

    Background

    The Office of the Superintendent of Financial Institutions Canada has a requirement to support the evolution and maintenance of OSFI’s implementation of HEAT as a system solution to enable IM/IT service management. Professional services provided under this contract include the architecture, design, installation, configuration, integration and customization of the solution. The work involved and deliverables expected are specified in the accompanying document, Statement of Work.

    The proposed contract is for a period of 7 years, from June 30, 2017 to June 29, 2024

    The contract will be time and materials based. Use of this contract will be based on Task Authorizations on an as-needed basis. It is expected that the contract will cover OSFI’s requirements over a 7-year lifespan (typical active system lifecycle stages according to OSFI Architectural Standard) between fiscal year 2017/18 to 2024/25. Overall effort is estimated at an average of 90 days per year and 630 days for the entire contract. Of the 630 days, a minimum of 32 days (~5%) of work is guaranteed.

    The estimated aggregate value of the contract is $746,550.00 CDN (HST extra).

    Minimum Essential Requirements

    Any interested supplier must demonstrate by way of a statement of capabilities that it meets the following requirements (this list should include those qualifications deemed essential in order to be able to carry out the work).

    • The vendor must be certified to deliver services of HEAT Service Management products and professional services in Canada.
    • The contractor must have five or more years of experience delivering professional services on the architecture, design, installation, configuration, integration and customization of Ivanti Service Management powered by HEAT and FrontRange ITSM service management systems.
    • The contractor must have in-depth understanding of the internal architecture and information model of HEAT.
    • The contractor must have a valid security clearance at the Secret level or above.

    Justification for the Pre-Selected Supplier

    Kifinti is the sole official partner of Ivanti (formerly FrontRange) operating in Eastern Canada. It has experience providing professional services on developing and supporting FrontRange products such as FrontRange ITSM and HEAT to OSFI and other organization in Eastern Canada.

    Canada intends to retain ownership of any Foreground Intellectual Property arising out of the proposed contract on the basis that the main purpose of the contract is configure and maintain solutions that are specific to OSFI.

    Suppliers who consider themselves fully qualified and available to meet the specified requirements may submit a statement of capabilities in writing to the Contracting Authority identified in this Notice on or before the closing date of this Notice. The statement of capabilities must clearly demonstrate how the supplier meets the advertised requirements.

    The closing date and time for accepting statements of capabilities is June 23, 2017, at 2:00 pm (EDT).
