Background
The Chief Electoral Officer of Canada (“CEOC”), an agent of Parliament, exercises general direction and supervision over the conduct of elections and referendums at the federal level. The CEOC heads the Office of the Chief Electoral Officer, commonly known as Elections Canada.
IT Stewardship Division is responsible for establishing strategies, frameworks, processes and tools to ensure effective stewardship of IT activities and resources across the Agency. This will include the areas of governance and planning, project management, quality assurance and Enterprise Architecture. This Division has specific leadership responsibility for the development of the frameworks and strategies for rationalization and consolidation of IT applications at Elections Canada as well as for integrated data management. The IT Stewardship Division is the centre of Electoral Event Coordination in CIOB.
Requirement
The newly created Stewardship Directorate is comprised of 5 key sub elements that include:
a)Stewardship and Governance
b)Project Management Centre of Excellence
c)Quality Assurance
d)Enterprise Architecture and Engineering
e)Two foundational projects that include Integrated Data Management and Application rationalization.
This Directorate requires consulting services of senior project consultants to provide guidance for the numerous project initiatives to ensure that they are optimally delivered and achieve Election’s strategic business objectives.
The Project Advisors are to provide project oversite and advise to the Director, Stewardship Directorate, branch directors, and project managers to ensure that the various project initiatives are structured correctly, staffed properly, have appropriate tools and are managed using best practices, so that the projects can be delivered optimally, within the scheduled timeframe and budget.
Period of the Contract
R1 - August 10, 2017 to March 31, 2018 - Estimated level of effort 165 days
R2 - October 2, 2017 to March 31, 2018 - Estimated level of effort 110 days
R3 - February 1, 2018 to March 31, 2018 - Estimated level of effort 37 days per resource
The Contractor will grant to Elections Canada irrevocable options to extend the period of the Contract by 2 additional periods of one year under the same terms and conditions.

This procurement process is subject to the World Trade Organization Agreement on Government Procurement (WTO-AGP), the North American Free Trade Agreement (NAFTA), the Canada-Chile Free Trade Agreement, the Canada-Colombia Free Trade Agreement, the Canada-Panama Free Trade Agreement, the Canada-Peru Free Trade Agreement, and the Agreement on Internal Trade (AIT).

Debriefings
Once the successful bidder has been announced, bidders may request a debriefing on the results of the RFP process. Bidders should make the request to the Contracting Authority as per the terms of the RFP. The debriefing may be in writing, by telephone or in person.
