    Purpose of this Advance Procurement Notice

    This is not a bid solicitation. This is an advance notice of a potential project with anticipated security requirements to provide interested contractors and sub-contractors an opportunity to apply for security clearances. Note that there is no guarantee that this project will proceed.

    Description of the Project

    C Jetty/ML Floats is one of four prioritized areas for sediment remediation as part of the Esquimalt Harbour Remediation Project. The intent of this project is to conduct remediation of contaminated sediments from the C Jetty and ML Floats areas in the Esquimalt Harbour. The activities include dredging, transport, and disposal of contaminated sediments, the removal and reinstatement of the ML Floats, demolition of a marine railway, placement of capping materials and potential placement of residuals management cover.

    Description of the Services

    In general, the scope of services required is, but limited to, the following and will be procured as one or more contracts:

    • Removal, temporary storage, and reinstallation of various berthing area fenders;
    • Dredging and off-site offloading with a total dredge volume in excess of 48,000 cubic meters;
    • Demolition and disposal of marine railways;
    • Demolition, temporary storage, and reinstallation of timber locator piles and associated utilities;
    • Relocation, temporary storage, and reinstallation of various floats in a predetermined sequence;
    • Segregation of suspected unexploded explosive ordnance (UXO) in the dredge material followed by transport and disposal to a permitted landfill;
    • Placement of imported structural backfill and shoreline remedial cover; and
    • Potential placement of imported clean residual management cover depending on the results of post-dredge.

    Additional services over and above what is listed above may be required in order to successfully remediate the contaminated sediment around C Jetty and ML Floats at CFB Esquimalt, British Columbia.

    It is anticipated that this/these procurements will be initiated after November 2017. This is conditional on the project receiving approval to proceed by the DND.

    Security Requirements

    Contractors and sub-contractors will be required to hold a valid DESIGNATED ORGANIZATION SCREENING (DOS) at the level of RELIABILITY, issued or approved by the Canadian Industrial Security Directorate (CISD), Public Works and Government Services Canada (PWGSC).

    Process

    Contractors that do not meet the stipulated security requirements and that are interested in submitting a proposal/bid for this procurement can apply for the security clearance through the Industrial Security Program (ISP). This can be done by following the procedure on DCC’s website at the following link: http://www.dcc-cdc.gc.ca/english/contractors_consultants.html. Contractors are asked to submit their request prior to July 19, 2017 quoting the following information:

    • Contract number; and
    • Level of clearance requested to be sponsored for.
