Notice of Proposed Procurement – Correctional Service Canada (CSC), Correctional Learning & Development Centre, Ontario Region, located in Kingston, Ontario.
This requirement is: To provide first aid instructor certification and recertification; and to certify attendants within CSC Parole Community within the Ontario Region.
Trade agreement: This procurement is not subject to any trade agreement.
Tendering procedures: All interested suppliers may submit a bid.
Competitive Procurement Strategy: Lowest priced compliant bid.
Set-aside under the Procurement Strategy for Aboriginal Business: This procurement is not subject to any set-asides for Aboriginal Suppliers.
Comprehensive Land Claim Agreement: This procurement is not subject to a Comprehensive Land Claims Agreement.
Security Requirements: This contract does not include security requirements.
Nature of Requirements:
Correctional Service Canada is mandated to provide First Aid and CPR/AED training to all CX-01, CX-02 Correctional Officers and Primary Workers, as well as, a rep for non-institutional workplaces, including District Offices, and administrative buildings such as Regional Headquarters.
Objectives:
There is a requirement to have all First Aid and CPR/AED instructors and participants hold current and active certification. The National Training Standard's frequency is every 3 years. The Correctional Learning & Development Centre is required to purchase these services and goods to facilitate either the initial or recertification of facilitators of First Aid training in order to meet the mandated training standards within CSC.
Deliverables:
The contractor must provide First Aid and CPR (including AED) training to CSC instructors and attendees within the Ontario Region. In accordance with CSC National Training Standards Instructors must be re-certified every three (3) years. The program must be current and in accordance with national Canadian standards including hard copy or soft copy training manuals, certification cards and hand and pocket guides.
The instructors are to be trained at the Correctional Learning and Development Centre in Kingston, Ontario. The attendees in the Community will access the training at the nearest contractor facility.
The courses to be delivered are the First Aid Instructor and attendant certification and recertification; and the CPR /AED instructor and attendant certification & recertification.
Language of Work: The contractor must perform all work in both official languages.
Expected Delivery Date:
From contract award date to March 31, 2018, including two (2) additional one year options.

Bidders should make the request to the Contracting Authority within fifteen (15) working days of receipt of the results of the bid solicitation process. The debriefing may be in writing, by telephone or in person.
