    INVITATION TO SUBMIT AN EXPRESSION OF INTEREST (EOI)

    AS TO THE AVAILABILITY OF SPACE FOR LEASE

    IN THE HALIFAX REGIONAL MUNICIPALITY, NOVA SCOTIA

    FILE NUMBER 81000455

    Public Works and Government Services Canada (PWGSC) is asking interested parties to provide information for a potential lease of space that meets the following criteria:

    Section A: Lease Components

     a lease term of approximately fifteen (15) years, commencing on or about October 1, 2018, with the lessee having the right to terminate the lease at any time after eight (8) years;

     approximately 739.4 usable square metres (um2) of contiguous office space, 66.0 um2 of contiguous warehouse space (attached to the office space) and 29 reserved parking spaces, 1 of the said parking spaces must be an accessible parking space;

     the proposed space must be available approximately sixteen (16) weeks prior to the above-noted lease commencement date so all spaces may be prepared for occupancy;

     the proposed space may be located in either existing buildings or buildings to be constructed and should satisfy or be capable of satisfying the following criteria:

    1. the space must be contiguous space without obstruction;

    2. the warehouse space must be adjacent to and accessible to the office space by a steel insulated man door (914 mm X 2133 mm);

    3. direct street access must be provided to the warehouse space for loading and unloading of a large watercraft;

    4. the minimum depth of the warehouse space, measured directly from the warehouse overhead door entrance, must be a minimum of 8 meters (m);

    5. one (1) grade level loading warehouse overhead door must be provided to the warehouse space. The overhead door must be 3.353 m wide by 2.438 m high. The overhead door must have a heavy duty electronic door opener complete with pneumatic reversing safety edge;

    6. the minimum paved turning radius for vehicles in front of the warehouse overhead door must be 21.3 m. This turning area must be for the exclusive use of the intended user and may not be used for parking areas/parking spaces;

    7. the minimum finished warehouse ceiling height measured from the underside of the lowest ceiling projection to the finished floor throughout warehouse space, in no instance, shall be less than 2.44 m;

    8. the warehouse space must be heated to 16 degrees Celsius and must have floor drains;

    9. a location for an exterior self-contained container (shaped and appears similar to a shipping steel container) must be provided. This container will be provided by the intended user. This area must be paved or concrete surface and adjacent to the warehouse space for easy access. The longer side of the container must be adjacent (parallel) to the warehouse space. The paved or concrete area must be at least 18.288 m long by 8.534 m wide. The container itself is 12.192 m long by 2.438 m wide. Any respondents to this Expression of Interest must confirm placement of this external container conforms with municipal by-laws, restrictive covenants, etc.;

    10. The building containing the proposed premises must be serviced by regularly scheduled public transit throughout the day, excluding evenings, weekends and holidays. Regularly scheduled public transit service should be scheduled at least every half hour during peak hours and at least once an hour during non-peak hours. There must be a transit stop located within approximately 500 metres walking distance of the building containing proposed premises and accessible by crosswalks and sidewalks. The distance from the bus stop to the building will be measured by crosswalks and sidewalks;

    11. The physical characteristics of the land and the building and the area and environment surrounding it, including neighboring land uses, should be compatible with PWGSC’s and/or the intended user’s intended use of the accommodation;

    12. PWGSC may not consider spaces or buildings that do not provide an acceptable configuration, are located in proximity to sites with incompatible usages, do not meet PWGSC’s and/or the intended user’s safety or security requirements, or are not currently properly zoned.

     the proposed space must be located in the Halifax Regional Municipality and within the following boundaries

     Burnside Park

     City of Lakes Business Park

     Dartmouth Crossing

     Woodside Industrial Park

     on or before the lease commencement date, the proposed space will have to comply with all requirements contained in PWGSC’s Standards for Leased Accommodation, a copy of which may be obtained from the contact listed in Section F;

    Note: PWGSC may wish to visit or inspect the proposed space upon reasonable notice and a threat and risk assessment may be undertaken in order to assess potential threats to the security of the proposed space and to the public.

    Section C: Responses Requested by

    As this may be the only invitation to submit an Expression of Interest for this potential lease project, owners or their agents should provide their response by August 4, 2017. Any response received after this date may not be considered.

    Section D: Information Provided by Interested Parties or Agents of Interested Parties

    Information provided by interested parties or agents of interested parties should include the file number, the location and municipal address of the building, current zoning, specific location of space within the building, measured area of space, site plan, architectural drawings identifying the proposed space with washrooms, exits and other design elements, private/public parking facilities, information on transit routes servicing the proposed property as well as applicable transit route schedules, and details addressing the criteria listed above in Section A. Agents submitting a response to this EOI must provide PWGSC with a letter authorizing them to do so.

    Section E: Security Requirement

    If this EOI results in a future tender process, the building owners of the proposed spaces will have to hold a valid security clearance at the Reliability level, approved and granted by the Canadian Industrial Security Directorate (CISD) of PWGSC prior to award. All parties interested in this potential lease project are advised to obtain this security clearance level in advance. Information regarding security clearance can be obtained on the website of the CISD/PWGSC at http://ssi-iss.tpsgc-pwgsc.gc.ca. Please contact the person listed in Section F to initiate the security clearance process.

    Note that this is not a tender process, nor a request for proposal, but only an inquiry as to the availability of space to lease. PWGSC will not necessarily invite offers, or lease any space, and may not post any future ads related to this request. The information provided through this EOI may be included in a source list of available space and PWGSC may issue an invitation to tender for other leasing requirements based on this information, or based on any other information which may come to its attention prior to an issuance of an invitation to tender; or it may invite offers by way of public tender. PWGSC reserves the right to proceed with an Invitation to Offer to Lease by inviting only parties deemed to most effectively meet specific operational, security and public safety requirements
