Background
Elections Canada (EC) has a requirement to ensure that emerging areas within the organization, agency priorities, implementation of special initiatives and anticipated changes to legislation are addressed through engaged and supported employees. Lessons learned from the 42nd Electoral Event, the agency’s plans to radically improve the voter experience for the 43rd Electoral Event, the anticipated electoral reform announced by the current government and other potential modifications to the electoral process may result in numerous adaptability, change management, judgement, and strategic thinking considerations and pressures.
The CEOC is committed to ensuring that Employees have adequate support resources to respond to a demanding and changing environment. Employees are encouraged to actively participate in all forms of training to develop their abilities, competencies and skills.
Requirement
The purpose of this RFSO is to provide Second Language Training Services in French and/or in English using the CSPS’s training programs. The Offeror must provide part-time individual training to Employees (learners) designated by the Project Authority at levels A, B and C of the Qualifications Standards in Relation to Official Languages, as identified on Treasury Board of Canada Secretariat’s website.
It is EC’s intent to enter into up to three (3) Standing Offers based on the following service categories:
2 Standing Offers for Part-Time Individual Language Training––French service category
1 Standing Offer for Part-Time Individual Language Training––English service category
The Standing Offers will be for the exclusive use of EC. The Technical Authority will identify the requirements and the Standing Offer Authority will authorize the Call-up.
Period of the Contract
The Standing Offer period will be from the Effective Date of the Offeror to March 31, 2019 (the “Initial Term”). The Offeror will grant to EC irrevocable options to extend the period of the Standing Offer by three additional periods of one year under the same terms and conditions.

This procurement process is subject to the provisions of the Canadian Free Trade Agreement (CFTA), the North American Free Trade Agreement (NAFTA), the World Trade Organization-Agreement on Government Procurement (WTO-AGP), the Canada–Chile Free Trade Agreement, the Canada–Colombia Free Trade Agreement, the Canada–Peru Free Trade Agreement and the Canada–Panama Free Trade Agreement.
Submission of Bids
It is requested that bids be addressed to the attention of the Contracting Authority and delivered to the Proposal Receiving Unit. Bids must be delivered to the following address, sealed, on or before August 30 2017, 2017 at 2:00 p.m. (Gatineau time).

Bids sent via electronic mail or facsimile will not be accepted.

All requests for information must be directed to this contact. Bidders who contact anyone other than the Contracting Authority may be disqualified. All enquiries must be submitted in writing to Proposition-Proposal@elections.ca no later than the deadline indicated in the RFP. Enquiries received after that time may not be answered.

Debriefings
Once the successful bidder has been announced, bidders may request a debriefing on the results of the RFP process. Bidders should make the request to the Contracting Authority as per the terms of the RFP. The debriefing may be in writing, by telephone or in person.
