PROFESSIONAL AUDIT SUPPORT SERVICES (PASS)

SUPPLY ARRANGEMENT

This RFP is only for pre-qualified Suppliers for Stream 5 – External Audit against Professional Audit Support Services (PASS) Supply Arrangement (E60ZQ-140002)

DESCRIPTION OF REQUIREMENT:

Employment and Social Development Canada (ESDC) requires qualified audit professionals to conduct external audits of financial statements to support the Internal Audit Services Branch (IASB) 2016-2018 RBAP. The Contractor may be required to work with IASB staff to complete this work.

  • Work Stream 5: External Audit

DURATION OF CONTRACT

Initial contract: October 01st, 2017 to September 30th, 2018

Option #1: October 01st, 2018 to September 30th, 2019

Option #2: October 01st, 2019 to September 30th, 2020

Option #3: October 01st, 2020 to September 30th, 2021

Option #4: October 01st, 2021 to September 30th, 2022

SECURITY REQUIREMENTS

Security Requirement for Canadian Supplier: PWGSC File #Common-PS SRCL#22

  1. The Contractor/Offeror must, at all times during the performance of the Contract/Standing Offer/Supply Arrangement, hold a valid Facility Security Clearance at the level of SECRET, with approved Document safeguarding at the level of SECRET, issued by the Canadian Industrial Security Directorate (CISD), Public Works and Government Services Canada (PWGSC).
  2. The Contractor/Offeror personnel requiring access to PROTECTED/CLASSIFIED information, assets or sensitive work site(s) must EACH hold a valid personnel security screening at the level of RELIABILITY STATUS, CONFIDENTIAL or SECRET as required, granted or approved by the CISD, PWGSC.
  3. Processing of PROTECTED/CLASSIFIED information electronically at the Contractor/Offeror's site is NOT permitted under this Contract/Standing Offer/Supply Arrangement.
  4. Subcontracts which contain security requirements are NOT to be awarded without the prior written permission of CISD/PWGSC.
  5. The Contractor/Offeror must comply with the provisions of the:
    1. Security Requirements Check List and security guide (if applicable);
    2. Industrial Security Manual (Latest Edition).
