Description of the Requirement:
This bid solicitation is being issued to satisfy the requirement of Program Evaluation of the Immigration and Refugee Board of Canada’s Learning and Professional Development (LPD) Function for the provision of Task and Solutions Professional Services. The requirement is for an Evaluation Services Consultant Team. It is intended to result in the award of one (1) contract.
SCOPE OF WORK
The IRB is an administrative tribunal consisting of four distinctly mandated divisions. Each division comprises independent decision-makers, or members, who make quasi-judicial decisions on immigration and refugee matters. The members are the end-users of learning and professional development services beginning with their initial appointment as new members and on an ongoing basis. Identifying, organizing and delivering their LPD needs is spread across three IRB groups—the divisions (end-users), Legal Services (subject-matter experts), and the Learning and Professional Development Directorate (LPDD). This study will assess the current state of the effectiveness and efficiency of the LPD function and recommend options for their improvement. Only adjudicative LPD, as distinguished from corporate and workplace learning, is the focus of this study.
The Contractor must conduct the study using the methodology framework and data collection tools created by the IRB, consisting of:
- Interviews of 40 to 50 key informants in group and individual interviews by telephone or videoconference
- Online survey administered through the Contractor’s in-house facilities. The survey will cover 200 to 250 members of the IRB and consist of approximately 75 items
- Analysis of key documents and data addressing the current state of LPD at the IRB
- Review approaches of similar administrative tribunals (to be determined) through approximately six interviews, literature review, and analysis of key documents and data.

The requirement is subject to the provisions of the North American Free Trade Agreement (NAFTA), the Canada-Chile Free Trade Agreement (CCFTA), and the Agreement on Internal Trade (AIT), the Canada-Peru Free Trade Agreement (CPFTA), the Canada-Columbia Free Trade Agreement (CColFTA), and the Canada-Panama Free Trade Agreement (CPanFTA).
Proposed period of contract:
The proposed period of contract shall be from_Date of contract award to 31 March 2018
Estimated Level of Effort:
The estimated level of effort of the contract will be for Approx. 90 days.
