Description
Environment and Climate Change Canada has a requirement for ongoing Aerological and Weather Observation Services in Kuujjuaq, Quebec, as detailed in the Statement of Work, Annex A to the bid solicitation. The Contractor’s main responsibilities will be to prepare the instruments, release the balloons twice each day and ensure the prompt transmittal of the data. The work will also involve the management and provision of personnel to conduct the observing, recording, encoding and transmitting Aerological and Surface Weather and Supplementary programs.
The period of the contract is from date of award for two (2) years plus three (3) additional one (1) year option periods.
SECURITY

The requirement is not subject to the provisions of the World Trade Organization Agreement on Government Procurement (WTO-AGP).
The requirement is exempt from the North American Free Trade Agreement (NAFTA), Excluded Coverage, Annex 1001.1.b-2 Services, Section B, R102, Weather Reporting Observations Services.
The Canadian Free Trade Agreement (CFTA) applies to this procurement.
The requirement is subject to the following Comprehensive Land Claims Agreement(s) (CLCAs):
James Bay and Northern Quebec Agreement. Under Section 29, paragraph 29.0.31 of the Agreement. It is reserved for persons eligible to be recognized as Inuit under Section 3 of the JBNQA (paragraph 3.2.4, 3.2.5, 3.2.6). Regarding Inuit Aboriginal firms, they must be located north of the 55th parallel, as set out in Section 6 of the JBNQA.
