Request for Proposal (RFP) documents will be e-mailed directly, from the contracting officer, to the Qualified Supply Arrangement Holders who are being invited to bid on this requirement.
Requirement and Objective
This requirement is for the department of: Public Safety Canada
To obtain professional services as it relates to the as and when required analysis of governance, implementation and delivery options for establishing a Public Safety Broadband Network (PSBN).
Public Safety Canada requires the following resource categories:
Project Manager
Need Analysis and Research Consultants
Business Architect
Business Consultants
Financial Specialists
Potential Deliverables
The Contractor may be required to (but is not limited to) providing the following deliverables. Specific deliverables will be identified in a task authorization.
- Summary of Key Meetings and associated decisions
- Approach and Methodology documents
- Work plan documents
- Literature Reviews and Research Reports
- Technical and Non-technical reports for various audiences (ie stakeholders, senior management etc.)
- Financial and/or Economic Models of options being explored
- Cost/Benefit Analysis documents
- Economic tool
- User Guides and Instructional aids
- Reports summarizing work conducted
- PowerPoint presentations to various audiences (ie. Stakeholders, senior management etc)

Basis of Selection
Highest Combined Rating of Technical Merit 70% and Price 30%
Enquiries – Solicitation Stage
All enquiries must be submitted in writing to the Contracting Authority no later than five (5) calendar days before the bid closing date. Enquiries received after that time may not be answered.
Bidders should reference as accurately as possible the numbered item of the bid solicitation to which the enquiry relates. Care should be taken by bidders to explain each question in sufficient detail in order to enable Canada to provide an accurate answer. Technical enquiries that are of a proprietary nature must be clearly marked "proprietary" at each relevant item. Items identified as “proprietary” will be treated as such except where Canada determines that the enquiry is not of a proprietary nature. Canada may edit the question(s) or may request that the Bidder do so, so that the proprietary nature of the question(s) is eliminated and the enquiry can be answered to all bidders. Enquiries not submitted in a form that can be distributed to all bidders may not be answered by Canada.
