Governance and Legal System Reform Expert: Latin America – Juvenile Justice in Mexico Project

Justice Canada is seeking professional services to support a technical assistance project that is assisting Mexico in implementing reforms to their juvenile justice system. The consultant will complement Justice Canada internal expertise by providing expert insight in justice and governance reforms in Latin America, as well as Spanish language skills.

Mexico is seeking to implement recent amendments to its Constitution, that indicate “an integral system for minor offenders” shall be developed, which will protect the rights of children in contact with the law, use protection and treatment methods to deal with child offenders, and use alternative measures that limit confinement for juvenile accused and offenders. The Government of Canada has been approached by the Government of Mexico to support efforts to reform Mexico’s juvenile justice regime to recognize these objectives, and Global Affairs Canada, through its Anti-Crime Capacity Building Program, is funding an initiative by Justice Canada to do so. Justice Canada is seeking a Spanish-speaking consultant with experience in governance and justice sector reform in Latin America to provide on-going research and strategic support for the duration of the project.
