    This requirement is for the department of Health Canada.

    Title:

    Support for Information Management and Information Science

    Background:

    HPFB is enhancing its information management practices and services to ensure the timely availability of high-quality data and information to support Access to Information and Privacy (ATI), Disclosure of Confidential Business Information (CBI), Public Release of Clinical Information (PRCI), Litigation Support and Information Management initiatives.

    Scope:

    HPFB has adopted a single window approach to processing

    1. Access to Information (ATI) Requests related to Health Products and Food;
    2. Disclosure of Confidential Business Information (CBI) under Vanessa’s Law s21.1(3)(c) of the FDA;
    3. Public release of clinical information in drug submissions and medical device applications;
    4. Litigations involving Health Products and Food; and
    5. The Information Management related to these areas.

    Health Canada requires the expertise of several Information/Records Management/Recordkeeping Specialists to provide additional and temporary capacity in the above areas.

    Estimated Value:

    Not to exceed $1,921,000.00 Including expenses and applicable taxes.

    Ownership of Intellectual Property:

    Contractor to own Intellectual Property.

    Security Requirement:

    The Contractor/Offeror must, at all times during the performance of the Contract/Standing Offer/Supply Arrangement, hold a valid Facility Security Clearance at the level of SECRET, issued by the Canadian Industrial Security Directorate (CISD), Public Works and Government Services Canada (PWGSC).

    The Contractor/Offeror personnel requiring access to PROTECTED/CLASSIFIED information, assets or sensitive work site(s) must EACH hold a valid personnel security screening at the level of RELIABLITY STATUS, CONFIDENTIAL or SECRET as required, granted or approved by CISD/PWGSC.

    The Contractor/Offeror MUST NOT remove any PROTECTED/CLASSIFIED information from the identified work site(s), and the Contractor/Offeror must ensure that its personnel are made aware of and comply with this restriction.

    Subcontracts which contain security requirements are NOT to be awarded without the prior written permission of CISD/PWGSC.

    Mandatory Requirements:

    M1

    Within the last five (5) years, the bidder has provided resources in the Business Consulting / Change Management Stream (TSPS Stream 2 or equivalent) to a client on at least three (3) separate occasions. Bidder must supply contract cover page(s) with corresponding dates that validate such services have been delivered.

    M2

    Within the last ten (10) years from the closing date of this RFP, the bidder’s proposed resource has at least sixty (60) months of experience as an Information/Records Management/Recordkeeping Specialist performing at least five (5) of the following for a client:

    1. Coordinating management of an organization's information-based resources;
    2. Coordinating Access to Information and Privacy Act requests;
    3. Identifying and analyzing content management issues and providing recommendations to management for improvement;
    4. Providing advice and guidance in the field of Recordkeeping as relates to Capacity Building, Legacy Records Management and e-Records Sustainability, Access to Information and Privacy requirements;
    5. Providing advice and guidance as relates to the implementation of Recordkeeping policy, ATI regulations and legal requirements;
    6. Providing recommendations regarding the exemption or exclusion of information to be released through the ATI Act;
    7. Providing document and records management;
    8. Identifying and analyzing content management issues and providing recommendations to management for improvement;
    9. Searching online systems and the web to find information;
    10. Analyzing and reporting on the effectiveness of the implementation of information management standards;
    11. Producing professional research reports based on detailed research into federal records;
    12. Planning, directing and controlling all of the organization's information-based resources to meet corporate goals and to deliver programs and services;
    13. Defining and producing business requirements documents.
