Senior Instructor - Radio Frequency Safety Officer Course for the Department of National Defence (DND)
1. Advance Contract Award Notice (ACAN)
An ACAN is a public notice indicating to the supplier community that a department or agency intends to award a contract for goods, services or construction to a pre-identified supplier, thereby allowing other suppliers to signal their interest in bidding, by submitting a statement of capabilities. If no supplier submits a statement of capabilities that meets the requirements set out in the ACAN, on or before the closing date stated in the ACAN, the contracting officer may then proceed with the award to the pre-identified supplier.
2. Definition of the requirement
The Department of National Defence (DND) has a requirement for a Senior level Instructor to teach a DND owned Radio Frequency Safety Officer course to DND/CAF personnel.
3. Criteria for assessment of the Statement of Capabilities (Minimum Essential Requirements)
Any interested Bidders must demonstrate by way of a Statement of Capabilities that it meets the following requirements:
M1) The Bidder must be able to provide one course serial (three days’ instruction) in English during autumn 2017 at a DND-supplied facility in the National Capital Region;
M2) The Bidder must have at least three (3) years of experience as a Senior level Instructor; and
M3) The Bidder must have at least three (3) years of experience and knowledge of the Radio Frequency Safety environment in a military setting/context.
4. Justification for the Pre-Identified Supplier
EME Technology provides the only known source of instructional expertise in Radio Frequency Safety within a military setting/context. The Instructor has detailed working knowledge and experience with military installations and equipment, and has several years’ experience working with Canadian, U.S., and international military organizations and international committees that set standards for radio frequency.
5. Government Contracts Regulations Exception
The following exception to the Government Contracts Regulations is invoked for this procurement under subsection 6(d) “only one person is capable of performing the work”.
6. Ownership of Intellectual Property (IP)
No IP will result from the work in the contract.
7. Period of the proposed Contract
The proposed contract period is for one course to be delivered in November 2017.
8. Cost of the proposed Contract
The estimated value of the contract is $22,123.90 (exclusive of HST).

10. Suppliers’ right to submit a statement of capabilities
Suppliers who consider themselves fully qualified and available to provide the goods, services or construction services described in the ACAN may submit a statement of capabilities in writing to the contact person identified in this notice on or before the closing date of this notice. The statement of capabilities must clearly demonstrate how the supplier meets the advertised requirements.
11. Closing date for a submission of a statement of capabilities
The closing date and time for accepting statements of capabilities is 25 September 2017 2:00 pm EDT.
