    Invitation to Qualify – FCC Management Software Outbound Calling

    ITQ Scope: FCC Management Software is a division of Farm Credit Canada, that provides management solutions, including accounting and crop production software, tailored to the needs of Canadian Agricultural producers.     FCC Management Software (FCCMS) currently utilizes internal staff for all outbound customer calling. FCCMS annually facilitates more than 6000 outbound calls per year, and is considering augmenting its internal capacity for outbound calling. This ITQ is intended to allow FCCMS to identify potential outbound calling companies in Canada with capabilities that can meet FCC’s business needs in this area.

    Expected Capabilities and Qualifications: FCCMS would expect an outbound calling partner to:

    1. Supply qualified tele-specialists with knowledge and experience serving the Canadian agricultural industry, including bilingual resources that can communicate in both official languages.
    2. Have experience with outbound calling projects that are national in scope.
    3. Have a proven track-record in developing bilingual customer call scripting.
    4. Have a proven methodology and approach to managing projects for its clients, and training and technology, that enable its staff to complete calls in line with client requirements and expectations.
    5. Have systems and tools that allow for the provision of reporting and data to its clients.
    6. Have a file sharing platform that enables the safe and secure transfer of customer information with its clients.

    ITQ Schedule:

    • ITQ release date: October 4th, 2017
    • Vendor questions accepted until: October 11th, at 12:00 Noon
    • Vendor expressions of interest to respond to ITQ by: October 12th at 5:00 PM
    • Responses to vendor questions provided by: October 12th at 5:00 PM
    • ITQ closing date and time: October 17th, 2017 at 12:00 Noon

    Vendor expressions of interest: Vendors who are interested in responding to the ITQ are expected to notify FCC’s ITQ contact of their interest, via email, prior to the date and time noted in the ITQ schedule. 

    Note: A written list of FCC’s responses to vendor questions will be distributed only to vendors who have expressed interest in responding to the ITQ, by notifying FCC’s ITQ contact. FCC’s list of responses will not be posted on this website.

    Submitting questions and responding to the ITQ: Capable vendors who are interested in responding to the ITQ, are invited to submit a statement of qualifications (SOQ) for FCC’s consideration.  Additionally, interested vendors may submit clarification questions for the purpose of submitting a SOQ to FCC.

    Questions, expressions of interest and SOQ submissions must be directed to FCC’s ITQ contact before the dates and times specified in the ITQ schedule.

    SOQ Format: The SOQ is expected to include:

    • Company contact person and information
    • A brief company profile outlining organizational capacity and details that are relevant to this ITQ, such as ownership structure, headquarters or relevant regional offices, workforce details, business volume, lines of business or areas of expertise.
    • A direct and detailed description of how the vendor meets each of the items (1 through 6) outlined in the expected capabilities and qualifications section of this ITQ notice.
    • A list of business references (preferably at least three), detailing relevant experience to support the vendor’s described capabilities and qualifications, including:
      • Client company name, description (e.g. location, size, industry, etc.) and contact person
      • A description of the nature and duration of the business relationship and services provided

    Note: Any SOQ response that FCC deems does not include sufficient detail to allow FCC to assess a vendor’s qualifications and capabilities may be removed from consideration, at FCC’s sole discretion.

    Evaluation: FCC will assess each SOQ that it receives to determine, in its sole discretion, whether the vendor sufficiently meets the expected capabilities and qualifications.  FCC will reserve the right to request additional information, in any form, from any vendor that it receives an SOQ from to aid in its assessment.

    FCC may choose, at its discretion, to invite any vendor it deems has the applicable capabilities and qualifications, to participate in a subsequent request for proposals (RFP) process. Each vendor that submits an SOQ will be advised of the outcome of the ITQ process, once determined by FCC.
