REQUEST FOR STANDING OFFER - ISED 186225 LANGUAGE TRAINING SERVICES for the Department of Innovation, Science and Economic Development Canada

SCOPE OF WORK

Innovation, Science and Economic Development Canada (ISED) requires language training services to provide employees in the National Capital Region (NCR) with full and part time language training on an “as and when requested” basis and as such seeks to put in place up to six (6) Standing Offer Agreements for Language Training.

The Department intends to establish a Standing Offer Agreement (SOA) in the National Capital Region with suppliers who can provide French and English language training. ISED seeks easier access to a choice of companies who are able to provide full and part time, language training to its employees on an “as and when requested” basis within the National Capital Region (NCR), to better meet our organizational and employee language training needs.

The work will entail the effective and efficient delivery of full or part time language training in French or English on an “as and when requested” basis to individuals and groups of individuals (2-6 persons maximum) to ISED employees who seek to attain the proficiency levels as recognized by the Public Service Commission (PSC). The Work can be delivered at the Bidder’s Training Facilities or at ISED’s premises.

SELECTION METHODOLOGY

To be declared admissible, a bid must a) comply with all the requirements of the Bid Solicitation; b) satisfy all the mandatory criteria; c) obtain a pass mark of 70% on selected technical criteria; and d) obtain an overall pass mark of 70% for the technical criteria.

The selection will be made according to the highest combined rating of technical merit and price, 70% will be awarded to technical merit and 30% will be awarded to price.

TERM OF THE CONTRACT AND OPTIONS

The initial agreement will have a term of two (2) years from the effective date of the standing offers. ISED reserves the right to exercise three (3) irrevocable one (1) year extension options.
