Title: Comprehensive Analysis of the Federal, Provincial, and Territorial Legislative and Regulatory Aquaculture Regimes in Canada
OBJECTIVES OF THE REQUIREMENT
The Government of Canada is seeking to establish a clear and transparent national legislative and regulatory framework for aquaculture that enables ordered and sustainable industry expansion, generates new investments, and creates new employment opportunities, while helping to assure Canadians that the environment is being protected. To realize these federal objectives, Fisheries and Oceans Canada (DFO) is exploring legislative and regulatory reform options that build on the existing federal aquaculture regime and advance seamless operation with existing provincial and territorial regimes.
PERIOD OF THE CONTRACT
From Contract award to March 31, 2018.
MANDATORY REQUIREMENTS
Offers will be evaluated in accordance with the mandatory evaluation criteria as detailed herein. Offers must clearly demonstrate that they meet all Mandatory Requirements to be considered for further evaluation. Offers not meeting the mandatory criteria will be excluded from further consideration.
SELECTION METHOD
The basis of selection is based on Highest Combined Rating of Technical Merit and Price
