Identifying Barriers and Opportunities for the St. Lawrence Seaway’s Long-Term Sustainability and Competitiveness
This requirement is open only to those invited against the TSPS SA holders, who qualified under The Business Consulting/Change Management stream 2, for One (1) level 3 Business Analyst, One (1) level 2 Business Analyst and One (1) level 1 Business Analyst.
One contract will be awarded.
The following SA Holders have been invited to submit a proposal.
CGI Information Systems and Management Consultants Inc.
Performance Management Network Inc.
Request for proposal (RFP) documents will be e-mailed directly from the contracting officer to the qualified SA holders who are invited to bid on this requirement.

Due to the sensitive nature of this solicitation to tender, Transport Canada requires potential bidders to sign a Confidentiality Agreement prior to supplier’s receiving the Terms of Reference and RFSA. The RFP with Terms of Reference shall be provided only to above potential TSPS holders, after receipt of the duly signed Confidentiality Agreement. Requests for RFP submission will not be accepted without it.
Security requirement: Reliability level (or higher) at bid closing.
Description of the requirement:
Transport Canada requires the services for One (1) level 3 Business Analyst, One (1) level 2 Business Analyst and One (1) level 1 Business Analyst.
Background:
As part of the Government of Canada’s implementation of Transportation 2030, a long-term vision for transportation in Canada, Transport Canada is conducting a comprehensive review of the St. Lawrence Seaway. The review will consider how best to position the Seaway as a critical part of the North American multi-modal transportation system; determine its optimal contribution as a key transportation corridor; and provide strategic considerations for continuing the success of a productive, safe and reliable waterway in a cost-effective, efficient and sustainable manner.
Objective:
Transport Canada’s requires consulting services to:
- Identify factors that have an (direct and/or indirect) impact on the St. Lawrence Seaway’s (the Seaway) competitiveness
- Identify potential solutions to overcome barriers to the Seaway’s competitiveness
- Identify potential opportunities that could help increase the Seaway’s overall competitiveness, including attracting new business opportunities or increased traffic, and key elements to develop these opportunities.
This work should be completed with the overarching view of identifying factors that could contribute to the Seaway’s commercial and economic development as a key strategic transportation corridor, and promoting the Seaway’s long-term competitiveness and sustainability.
Proposed period of contract:
The proposed initial period of contract shall be from contract award to March 31, 2018 for an estimated 20 weeks (100 person days).
