Due to the sensitive nature of this solicitation to tender, Transport Canada requires potential bidders to sign a Confidentiality Agreement prior to supplier’s receiving the Terms of Reference and RFSA. The RFP with Terms of Reference shall be provided only to above potential TSPS holders, after receipt of the duly signed Confidentiality Agreement. Requests for RFP submission will not be accepted without it.

Description of the requirement:

Background:
The St. Lawrence Seaway portion of the Great Lakes St. Lawrence Seaway system extends from Montreal to Lake Erie and includes 15 locks (13 Canadian and 2 American) and connecting canals and channels. These assets are managed and operated by the Canadian St. Lawrence Seaway Management Corporation (SLSMC) and the American Saint Lawrence Seaway Development Corporation (SLSDC).
Ongoing investments into the Seaway are necessary to maintain and improve its operations. A proactive approach is taken to manage Seaway assets to prevent the natural acceleration of deterioration over time.
Objective:
Transport Canada’s requires consulting services to:
- Identify and evaluate the current state of waterway infrastructure, ports and terminals, and other facilities (bridges, multimodal connections) along the St. Lawrence Seaway and all relevant infrastructures within the Great Lakes St. Lawrence Seaway region that support the activity on the Seaway.
- Identify necessary and potential investments that may be beneficial to the identified infrastructure and assets over the course of the next 25 years.
- Identify lands adjacent/near to the Seaway with the view of identifying potential investment and commercial development opportunities and potential related infrastructure needs.
Proposed period of contract:
The proposed initial period of contract shall be from contract award to March 31, 2018 for an estimated 20 weeks (100 person days).
