Description of Work:
Post payment activities were recently aligned with activities for supplier payments at Department of Foreign Affairs, Trade and Development (DFATD) in response to recommendations of the Internal Controls operating effectiveness testing.
There is a need to expand our post audit statistical sampling methodology. Our current target is to expand in three areas:
1) The Grants and Contributions (G&C) payments have now been incorporated into one financial system (FAS), a review of the manual statistical sampling methodology must be completed to ensure the gating strategy and methodology are still relevant and incorporated into the new landscape and results produced by the statistical sampling program are accurate.
2) The Accounting Operations Domestic (SMF) has incorporated the Real Property payment function under it’s responsibility. This process will require analysis in order to determine a post payment sampling methodology as the current state is full audits on all payments - approximately 3200 payments.
3) Changes to the payment portal for Foreign Service Directives (FSDs) have been completed and are also part of the management response to the recommendations of the internal control assessment. DFATD is undertaking a project to develop a Statistical Sampling Framework and align the post payment process for FSD’s. The FSD Client Center (AES) at DFATD has developed an expertise to interpret, apply and pay the FSDs. This unit is separate from SMF and using their Section 34 authority, they calculate and process all FSD payments while Section 33 is performed by SMF. At the present time SMF is occasionally conducting Section 33 on a very limited number of FSD transactions and none of the FSD payments are included in the post payment account verification process or statistical sampling exercise.
A consultant is now required, as SMF does not have the available resources in place to develop and implement an appropriate post payment verification process & statistical sampling methodology for FSDs, Real Property and the G&C review which are key priorities for Financial Operations (SMD).
