    Maintenance and Support Services at

    CFB Kingston, Ontario

    (with Security Requirements)

    Purpose of this Advance Procurement Notice

    This is not a bid solicitation. This is an advance notice of potential projects with anticipated security requirements to provide interested contractors an opportunity to apply for security clearances. Note that there is no guarantee that these projects will proceed.

    Description of the Program

    To supplement the maintenance activities being conducted by DND personnel, maintenances services contracts may be required for the Inspection, Testing, Maintenance and Repair of various systems in multiple facilities located at: Canadian Forces Base Kingston and the Royal Military College of Canada (RMCC).

    Description of the Services

    The services are intended to include, but are not limited to scheduled inspections, testing, maintenance and repairs per applicable legislation, codes, regulations, and standards of the following systems:

    • Generators & UPS systems,
    • HVAC & refrigeration systems and associated controls,
    • Overhead doors
    • Ammonia refrigeration plants

    Additional repair services such as plumbing, electrical systems, carpentry and locksmith may also be occasionally required.

    These services are estimated to be in the rough order magnitude of $1 to $3 Million per year for up to three years with a maximum contract value not anticipated to exceed $1.5 Million. It is anticipated that the procurement for these projects will be initiated in Winter/Spring 2018. This is conditional on the project receiving approval to proceed by DND.

    Security Requirements

    For these contracts, Contractors will be required to hold a valid DESIGNATED ORGANIZATION SCREENING (DOS), issued or approved by the Canadian Industrial Security Directorate (CISD), Public Works and Government Services Canada (PWGSC).

    Sub-contractors and sub-consultants will be required to hold a valid DESIGNATED ORGANIZATION SCREENING (DOS) issued or approved by the Canadian Industrial Security Directorate (CISD), Public Services and Procurement Canada (PSPC).

    Contractor and sub-contractor personnel requiring access to the work site(s) will be required to hold a valid RELIABILITY STATUS Security Clearance issued by Canadian Industrial Security Directorate (CISD), Public Works and Government Services Canada (PWGSC).

    Subcontracts which contain security requirements are NOT to be awarded without the prior written permission of CISD/PSPC.

    Process

    Contractors that do not meet the stipulated security requirements and that are interested in submitting proposals/bids for procurements that fall under this program can apply for the security clearance through the Industrial Security Program (ISP). This can be done by following the procedure on DCC’s website at the following link: http://www.dcc-cdc.gc.ca/english/contractors_consultants.html. Contractors are asked to submit their request prior to December 29, 2017 quoting the following information:

    • Contract number 115000; and
    • Level of clearance requested to be sponsored for.
