Risk assessment software platform

THIS IS NOT A RFP

This RFI is open to Service Providers that currently have a commercially available risk assessment software platform. As one of its options, the Canadian Transportation Agency (Agency) is considering whether the configuration of a risk assessment software platform would be its best approach to operationalize its compliance risk assessment methodology. The platform needs to be able to accommodate the analysis of risk factors and sub-factors (e.g., indicators) for likelihood and impact for compliance assurance for multiple transportation modes (i.e., air, rail and marine). The tool must be able to aggregate and display risk scores for regulated entities and regulated sectors based on the assessment of multiple factors and indicators. It is intended that the platform will be supported by the vendor.

The RFI will help the Agency to better understand the capabilities of commercially available risk assessment platforms and procurement and life cycle management options, so that CTA can support decisions, such as whether to:

1. develop internal planning, approval and solicitation documents that would support an acquisition decision of a vendor software solution;

2. refine the procurement strategy, project structure, cost and schedule estimates, requirements, and other aspects of an acquisition project;

3. acquire information regarding the costing model that would be associated in implementing a risk and control assessment solution; and

4. assess alternative technical and implementation solutions that would meet the Agency’s objectives.
