    Purpose of this Advance Procurement Notice

    This is not a bid solicitation. This is an advance notice of a potential project with anticipated security requirements to provide interested consultants an opportunity to apply for security clearances. Note that there is no guarantee that this project will proceed.

    Description of the Project

    This project is to further characterize the source and extent of perfluoroalkylated substances (PFAS) in the vicinity of 22 Wing, North Bay and to develop preliminary risk management and/or remediation strategies.

    It is anticipated that the contract will be conducted over a 5 year period with a total project value of approximately $6M.

    Description of the Services

    The program will consist of environmental services relating to investigation, assessment and remediation of PFAS. Deliverables are anticipated to be based on the 10 Step Federal Approach to Contaminated Sites (FACS).

    It is anticipated that the procurement for this program will be initiated in spring 2018/2019. This is conditional on the project receiving approval to proceed by DND.

    Security Requirements

    The Contractor/Offeror must, at all times during the performance of the Contract/Standing Offer, hold a valid Designated Organization Screening (DOS) with approved Document Safeguarding at the level of PROTECTED B, issued by the Canadian Industrial Security Directorate (CISD), Public Works and Government Services Canada (PWGSC).

    The Contractor/Offeror personnel requiring access to PROTECTED information, assets or work site(s) must EACH hold a valid RELIABILITY STATUS, granted or approved by the CISD/PWGSC.

    Process

    Consultants and contractors that do not meet the stipulated security requirements and that are interested in submitting a proposal/bid for this procurement can apply for the security clearance through the Industrial Security Program (ISP). This can be done by following the procedure on DCC’s website at the following link: http://www.dcc-cdc.gc.ca/english/contractors_consultants.html. Consultants and contractors are asked to submit their request prior to January 15, 2018 quoting the following information:

    • Contract number NBS18007 and
    • Level of clearance requested to be sponsored for.
