ADVANCE CONTRACT AWARD NOTICE
1.0 Purpose
The purpose of this Advance Contract Award Notice (ACAN) is to signal the Canadian Nuclear Safety Commission’s (CNSC) intention to award a contract to the following pre-identified supplier:

You are hereby notified that the government intends to negotiate with one firm only as identified above. Should you have any questions concerning this requirement, contact the contracting officer identified herein.
An Advance Contract Award Notice (ACAN) allows departments and agencies to post a notice, for no less than fifteen (15) calendar days, indicating to the supplier community that it intends to award a good, service or construction contract to a pre-identified contractor. If no other supplier submits, on or before the closing date, a Statement of Capabilities that meets the requirements set out in the ACAN, the contracting authority may then proceed with the award. However, should a Statement of Capabilities be found to meet the requirements set out in the ACAN, then the contracting authority will proceed to a full tendering process.
Suppliers who consider themselves fully qualified and available to provide the services/goods described herein, may submit a statement of capabilities in writing to the contact person identified in this Notice on or before the closing date of this Notice. The statement of capabilities must clearly demonstrate how the supplier meets the advertised requirements.
The CNSC file number, the contracting officer's name and the closing date of the ACAN must appear on the outside of the envelope in block letters or, in the case of a facsimile transmission, on the covering page.
The Crown retains the right to negotiate with suppliers on any procurement.
Documents may be submitted in either official language of Canada.
2.0 Background
The CNSC has a requirement for an analysis team to provide a study on the impact of occupational radon exposure on lung cancer and cardiovascular disease mortality risk.
Please refer to the Statement of Work under Annex A for the description of the objectives, tasks and deliverables.
The proposed contract is for a period of twelve (12) months, to start in January, 2018 and end in December, 2018.
The estimated value of the contract is between $150,000.00 to $170,000.00. Applicable taxes are extra.
3.0 Minimum Mandatory Requirements
Any interested supplier must demonstrate by way of a statement of capabilities that it meets the following requirements:
M1. Experience:
One (1) member of the analysis team must have at least ten (10) years of experience, within the last twenty (20) years, in conducting cohort studies assessing the risk to individuals occupationally exposed to radiation.
M2 Academic Qualifications:
At least one (1) of the analysis team members must have a PhD in biostatistics or epidemiology.
M3 Security:
All members of the proposed analysis team must have Enhanced Reliability security clearance during the entire period of the contract.
M4 Capability:
The analysis team must be prepared to re-construct the Newfoundland Fluorspar Miners’ cohort.
4.0 Justification for the Pre-selected Supplier
The CNSC believes that Carleton University is the only supplier capable of meeting this requirement because Carleton University has the requisite background and combination of knowledge and experience to complete the work described in the Statement of Work at Annex A.
5.0 Intellectual Property
Canada intends to retain ownership of any foreground intellectual property arising out of the proposed contract on the basis that the main purpose of the contract is to generate knowledge and information for public dissemination (exception 4.1 listed in Appendix A of the Treasury Board Policy on Title to Intellectual Property Arising under Crown Procurement Contracts).
6.0 Statement of Capabilities
Suppliers who consider themselves fully qualified and available to meet the specified requirements may submit a statement of capabilities in writing to the contracting authority identified in this notice on or before the closing date of this notice. The statement of capabilities must clearly demonstrate how the supplier meets the advertised requirements.
The closing date and time for accepting statements of capabilities is no later than December 28, 2017 at 5:00 PM EST.

- the Canadian Free Trade Agreement (CFTA) or Agreement on Internal Trade (AIT) – Article 506.12 (b) is applicable on the basis “where there is an absence of competition for technical reasons and the goods or services can be supplied only by a particular supplier and no alternative or substitute exists.
