    Purpose of this Advance Procurement Notice

    This is not a bid solicitation. This is an advance notice of a potential of two (2) projects with anticipated security requirements to provide interested contractors and subcontractors an opportunity to apply for security clearances. Note that there is no guarantee that this project will proceed.

    Description of the Project

    The aim of this project is to contract the work of a general contractor for a refection and re-insulation project for three building’s envelope at the Valcartier Garrison.

    The construction work’s estimated value is approximately 3 500 000 $.

    Description of the Services

    For this project, the construction work may include, without being limited to, the following services, that will require compliance with the security requirements:

    • Carpentry;
    • Doors and windows;
    • Painting;
    • Fire protection;
    • Plumbing;
    • Heating, ventilation and air conditioning;
    • Control system;
    • Electricity.

    The procurement is intended to be set in winter 2018 for one project and in spring 2018 for the other one. This is conditional on the project receiving approval to proceed by the Department of National Defence.

    Security Requirements

    Contractors will be required to hold a valid DESIGNATED ORGANIZATION SCREENING (DOS) at the level of RELIABILITY, issued or approved by the Canadian Industrial Security Directorate (CISD), Public Works and Government Services Canada (PWGSC).

    Sub-contractors will be required to hold a valid DESIGNATED ORGANIZATION SCREENING (DOS) at the level of RELIABILITY, issued or approved by the Canadian Industrial Security Directorate (CISD), Public Works and Government Services Canada (PWGSC).

    Process

    General contractor or sub-contractor that do not meet the stipulated security requirements and that are interested in submitting a bid for this procurement can apply for the security clearance through the Industrial Security Program (ISP). This can be done by following the procedure on DCC’s website at the following link: http://www.dcc-cdc.gc.ca/english/contractors_consultants.html. General contractors or sub-contractors are asked to submit their request prior to February 13th, 2018 quoting the following information:

    • Contract number VR210718 – CN amendement 1; and
    • Level of clearance requested to be sponsored for.
