    Description
      • Advance Contract Award Notice (ACAN)
        An ACAN is a public notice indicating to the supplier community that a department or agency intends to award a contract for goods, services or construction to a pre-identified supplier, thereby allowing other suppliers to signal their interest in bidding, by submitting a statement of capabilities. If no supplier submits a statement of capabilities that meets the requirements set out in the ACAN, on or before the closing date stated in the ACAN, the contracting officer may then proceed with the award to the pre-identified supplier.
      • Definition of the requirement

    The Department of Public Services and Procurement Canada has a requirement for a Contractor to automate the production of monthly and annual financial statements, as well as variance analysis of Public Services and Procurement Canada (PSPC) using CaseWare and CaseView. In addition, the consultant will need to provide training and technical support to the team responsible for the production of the financial statements and variance analyses at PSPC.

    The work will involve the following:

    TASKS

    In order for PSPC to be able to produce DFS including notes, lead sheet and variance analyses from CaseWare-CaseView, the supplier must:

    1. Conduct interviews with PSPC employees to understand the requirements for mapping and producing DFS template including notes, lead sheet and variance analyses in English and French based on Government of Canada Accounting Handbook and Public sector accounting standard;
    2. Familiarize itself with PSPC financial statement structure and financial coding required to program and produce DFS template including notes, lead sheet and variance analyses in English and French into CaseWare and CaseView;
      • Program financial coding into CaseWare;
      • Program the DFS structure and presentation, notes, lead sheet and variance analyses in a format required as per Government of Canada Accounting Handbook and Public sector accounting standard within CaseWare and CaseView;
      • Ensure that every section of the DFS is in both official languages;
      • Ensure that PSPC can extract the DFS in a format that is approved by PSPC contact employees;
      • PSPC employees need to approve the DFS format, notes, lead sheet and variance analyses;
      • Weekly meetings are required:
        • Consultant needs to provide a weekly update on the progress of the work;
        • Any difficulties with the progress of the work and timeline needs to be shared immediately with PSPC contact employees;
      • Do testing:
        • The consultant needs to test CaseWare and CaseView by using the last available PSPC DFS and redo the DFS, notes, lead sheet and variances analyses;
        • The testing results need to be provided and approved by PSPC employees.
      • Develop and Deliver training to employees of PSPC on
        • how to input the trial balance into CaseWare
        • how to produce a set of DFS including notes, lead sheet and variance analysis with CaseWare and CaseView;
        • How to make changes (add, remove or modify) the coding structure, mapping, notes lead sheet and variances analyses when and if required;
    3. Provide technical support related to the problems encountered during the first year of production of the DFS with CaseWare and CaseView.

     

    DELIVERABLES

      • The DFS structure and presentation, notes, lead sheets and variances analyzes needs to be completed and ready for use by March 31, 2018;
      • Testing of these templates must be completed and approved by PSPC by March 31, 2018;
    • CaseWare and CaseView needs to be fully functional and PSPC must be able to use these software to produce the DFS, notes, lead sheet and variance analyses as per Government of Canada Accounting Handbook and Public sector accounting standard by March 31, 2018;
    • Develop and deliver training tailored to the needs of users, by March 31, 2018.
      • Provide technical support related to the problems encountered during the first year of production of the DFS with CaseWare and CaseView.

    RESULT OF DELIVERABLES

    The result of the work consists of:

    • Use of the service provider's standard financial statement template with the necessary modifications to adapt it to the needs of PSPC.

    • An increase in efficiency for PSPC financial statement production team by automating the production of financial statements and analyzing the variance on the CaseWare software.

    • Proper operation of the CaseWare software.

    • Technical support received in a timely manner.

    All deliverables must be provided in French and English.

     

     

     

      • Criteria for assessment of the Statement of Capabilities (Minimum Essential Requirements)
        • Any interested supplier must demonstrate by way of a statement of capabilities that it meets the following requirements:
            • Experience
        • The contractor must have experience in programming departmental financial statements (DFS) in CaseWare for the Public Sector- Federal Government. The contractor needs at a minimum 3 years of experience.
        • The contractor must have accounting experience to ensure the implementation is carried out efficiently; Dealt with complex transactions such has consolidation, environmental liability transactions, capital lease transaction, PPP.
        • The contractor must have experience in training users for CaseWare.
        • The contractor must be bilingual (French and English) to ensure programming and training are provided in both Official Languages.
            • Professional designation, accreditation, and/or certification
          • The contractor must be an authorized CaseWare qualified instructor. The contractor must provide written documentation from CaseWare

      Canadian Free Trade Agreement (CFTA) OR Agreement on Internal Trade (AIT)

      The software company CaseWare submitted the name of Les Consultants Logis as their only qualified instructor and consultant in the province of Quebec.

      6. Government Contracts Regulations Exception(s)
      The following exception(s) to the Government Contracts Regulations is (are) invoked for this procurement under subsection 6(d) – only one person is capable of doing the work.

      The proposed contract is for a period of 40 days, from February 5th 2018 to March 31st 2018.
