TSPS SA Professional Services Requirement – Task Based

Supply Arrangement Holders under E60ZT-16TSPS who qualified under Tier 1, Project Management Services Stream – Project Manager Level 3.
Suppliers may not submit a bid in response to a solicitation unless they have been invited to do so. However, should an uninvited SA Holder wish to be invited, it may contact the Contracting Authority to request an invitation at any time prior to five calendar days before the published bid closing date, and an invitation will be made to that SA Holder unless it would not be consistent with the efficient operation of the procurement process. In no circumstance will such an invitation require Canada to extend a bid closing date. Where additional invitations are made during the solicitation process, they may not be reflected in a bid solicitation amendment.

Description of the requirement:
Regulatory Operations and Regional Branch would like to develop and establish a Project Management Framework to strengthen its governance and oversight by applying a rigorous project management approach across its portfolio of key priority projects to ensure the branch delivers on its commitment and meets its mandate.
Establishing such a framework brings numerous advantages to new organizations, it
• delivers on the desired outcomes of the given GoC and Departmental priorities and achieves regulatory excellence across the compliance and enforcement continuum;
• reports on progress to allow governance to make timely decisions regarding the direction of each initiative;
• quickly articulates risks associated with the delivery of each priority project; and,
• efficiently and effectively reports on planned and actual delivery for each project.
In addition, given the volume of work and number of forthcoming projects on the horizon due to many commitments made at the department level, RORB will increasingly require the expertise of project managers to support various RORB project leads under the new framework as they adopt project management tools, processes and templates to deliver on commitments.
Security Requirement:

The following security requirement (SRCL and related clauses) applies and form part of the Contract:
1) The Contractor/Offeror must, at all times during the performance of the Contract/Standing Offer/Supply Arrangement, hold a valid Facility Security Clearance at the level of SECRET, issued by the Canadian Industrial Security Directorate (CISD), Public Works and Government Services Canada (PWGSC).
2) The Contractor/Offeror personnel requiring access to PROTECTED/CLASSIFIED information, assets or sensitive work site(s) must EACH hold a valid personnel security screening at the level of RELIABLITY STATUS, CONFIDENTIAL or SECRET as required, granted or approved by CISD/PWGSC.
3) The Contractor/Offeror MUST NOT remove any PROTECTED/CLASSIFIED information from the identified work site(s), and the Contractor/Offeror must ensure that its personnel are made aware of and comply with this restriction.
4) Subcontracts which contain security requirements are NOT to be awarded without the prior written permission of CISD/PWGSC.
5) The Contractor/Offeror must comply with the provisions of the:
a) Security Requirements Check List and security guide (if applicable),
b) Industrial Security Manual (Latest Edition)
Proposed period of contract:
The proposed period of contract shall be from Contract Award to the December 31, 2018.
