    ADVANCE CONTRACT AWARD NOTICE (ACAN)

    Introduction

    An Advance Contract Award Notice (ACAN) allows departments and agencies to post a notice, for no less than fifteen calendar days, indicating to the supplier community that it intends to award a good, service or construction contract to a pre-identified contractor. If no other supplier submits, on or before the closing date, a statement of capabilities that meets the requirements set out in the ACAN, the competitive requirements of the government's contracting policy have been met. Following notification to suppliers not successful in demonstrating that their statement of capabilities meets the requirements set out in the ACAN, the contract may then be awarded using the Treasury Board's electronic bidding authorities.

    If other potential suppliers submit statements of capabilities during the fifteen calendar day posting period, and meet the requirements set out in the ACAN, the department or agency must proceed to a full tendering process on either the government's electronic tendering service or through traditional means, in order to award the contract.

    Background

    The Department of National Defence (DND) requires expertise in the area of preventative maintenance inspections, repairs, servicing, and technical support as it relates to existing Central Heating Plant (CHP) comprised of three Steam Boilers and the corresponding Control System. An individual with a background in Boiler Maintenance with appropriate training (all in accordance to BC Safety standards for Power engineers, Boiler, Pressure vessels safety regulations) and qualified manufacturer approved installer, maintenance technicians, and Class ‘A’ Pipefitters for this equipment is required.

    Current Requirements

    DND intends to establish a contract for annual Boiler Characterisation and Boiler plant monitoring. The Contractor will provide preventative maintenance inspections, repairs, servicing, and technical support to existing Boilers and Controls on an as required basis.

    The scope of work contains the following elements:

    1. Providing service and 24/7 monitoring support for two 1000BHP / 30,000lb/hr Volcano Boilers and DeltaV Boiler Management Control system located at the Central Heating Plant (CHP), 19 Wing, CFB Comox, and
    2. Provide annual combustion and performance testing to meet all current regulations including minor repairs and maintenance for the Boilers and auxiliary steam, water, gas and fuel piping and DeltaV controls as identified through service inspections

    Contract Period

    The work is expected to begin on April 1, 2018 up to and including March 31, 2021, with an option to renew the contract period for two (2) additional one (1) year periods (April 1, 2018 to March 31, 2023).

    Qualifications

    To fulfil the requirements of the contract the person or firm must have the following qualifications and experience:

    • Must have extensive knowledge and at least 10 years’ experience in the management and maintenance of Steam Boiler Central Heating Plants.
    • Must be an Emerson certified DeltaV Control System Engineer
    • Must be qualified to verify calibrations of the pressure and differential pressure instruments prior to combustion testing occurring
    • Must be a DeltaV Specialist, Instrumentation Calibration and Combustion Technician
    • Must be a Burner Specialist for Coen dual fuel (Natural Gas / Diesel) Burner
    • Must have Class A Gas pipefitter certification
    • Must be Steam Boiler Technician registered with BC Safety Branch
    • Must be able to provide expert advice for DND in the required support and maintenance of the CHP, including capability of providing on-site service and support, as required; including remote access support; and Emerson Guardian support
    • Must have capacity for express module replacement service for Emerson Boilers and DeltaV Controls.
    • Must be able to obtain a DND Security clearance to the level of Enhanced Reliability.

    It is intended to award a Standing Offer Agreement (SOA) Contract to the supplier below for an amount between $225,000 and $375,000 (excluding GST):

    Under the Government Contracting Policy, Section 10.2.1 (d) only one person or firm is capable of performing the contract, for the reasons specified above.

    Spartan Controls Ltd. is a qualified expert in the management, servicing, annual combustion and performance testing and remote monitoring of Central Heating Plants and associated DeltaV controls systems. Suppliers who consider themselves fully qualified and available to provide the services/goods described herein, may submit a statement of capabilities in writing to the Contracting Authority identified in this Notice on or before 14:00 Pacific Standard Time, February 20, 2018.

    The statement of capabilities must clearly demonstrate how the supplier meets the advertised requirements.

    Statements of capabilities must be mailed or emailed on or before the closing date. Statement of capabilities received on or before the closing date will be considered solely for the purpose of deciding whether or not to conduct a more extensive tendering process. Information provided will be used by the Crown for technical evaluation purposes only with respect to a decision to proceed to a further competitive process.

    Suppliers that have submitted a statement of capabilities will be notified in writing of DCC's decision to proceed to award the contract without a further additional competitive process.
