Data Logger

1. Purpose

The intent of this solicitation is to establish One (1) Contract.

The Department of National Defence has a requirement for one (1) Data Logger, associated software and accessories and optional calibration services. Delivery of the equipment and accessoires and calibration services at the supplier’s facility as per the solicitations Statement of Work is also being requested.

The Crown retains the rights to negotiate with suppliers on any procurement.

Documents may be submitted in either official language of Canada.

2. Background

The Quality Engineering Test Establishment (QETE) has a requirement for a rugged, portable all-in-one data acquisition system with data computing capability that is modular, portable and exchangeable. The scope of work includes delivery of the Equipment and optional services for calibration. QETE is planning for the Equipment, excluding accessories, to have a minimum design life of ten years. QETE’s current system is inefficient and unreliable which is causing much of the data to not have accurate readings. In order to achieve this, accurate data is required and the Data Logger will provide this capability.

3. Justification for Pre-Selected Supplier:

The original requirement and current requirement are not materially different. The current requirement does not deviate from the original requirement in functionality and materiality. Since Dewetron Inc. was the only bidder on the previous solicitation (W8486-184402/A), they will be directed this RFP.

5. RFP Documents

RFP documents will be e-mailed directly from the Contracting Authority to previous bidder being invited to bid on this requirement. Bidders are advised that the RFP documents are not available on the Government Electronic Tendering System (GETS) (https://buyandsell.gc.ca/tenders).

For suppliers not on the above Bidders list, the RFP documents can be obtained by contacting the Contracting Authority.

6. Security Requirement

There are no security requirements associated with this requirement.

7. Exception(s) and /or Limited Tendering Reasons

This requirement previously went to tender under Notice of Proposed Procurement W8486-184402/A and no tenders that conform to the essential requirements put forward were submitted. Upon review of the submitted bid, it has been confirmed that a contract can be awarded to the listed supplier without any substantial modification of the original the requirements. As such, the following exception(s) and/or limited tendering reasons are being invoked to conduct a limited tender to the only bidder on the previous solicitation: NAFTA Article 1016.2(a), WTO-AGP Article XV.1 (b), CETA Article 19.12.a (ii), and CFTA Article 513.1.a (ii).
